Job Summary:

The Infection Prevention Manager establishes and coordinates organization-wide programs for the prevention, surveillance, and control of nosocomial infections, communicable diseases, and employee wellness. Reporting to the Chief Nursing Officer and Director of Quality, this role conducts surveillance, ensures compliance with regulations and standards, investigates outbreaks, and provides education to staff.

JOB RESPONSIBILITIES:

  1. MANAGEMENT OF PERSONNEL AND LEADERSHIP
    1. Interview and select candidates who have appropriate clinical skills and professional characteristics to match department needs.
    2. Communicate on a consistent basis with employees regarding specific performance expectations. Plan and conduct formal performance reviews that are timely, ongoing, and objective.
    3. Demonstrate and apply knowledge of employee expectations.
    4. Promote/terminate employees based on standards of practice, standards of care, nursing and Oneida Health policies and procedures.
    5. Interact with employees in a consistent, fair, timely, appropriate, and decisive manner in accordance with Oneida Health and Nursing Department policies.
    6. Direct and develop leadership and management skills by mentoring and role modeling.
    7. Delegate activities/work projects to employees and supervise their accomplishment.
  2. MANAGEMENT OF RESOURCES
    1. In collaboration with the Director, develop the annual budget.
    2. Adjust systems as necessary to meet budget and/or productivity targets for cost-effective quality care.
    3. Analyze financial information monthly and complete exception reports with appropriate recommendations.
    4. Support a decentralized management philosophy (Shared Governance) at the unit level by designing and supporting a system that facilitates employee involvement at the unit, Quality/Infection Control Department, and Oneida Health level.
    5. Assure that unit space is utilized or altered to maximize safety and efficiency. Collaborate with other departments to ensure unit maintenance and environmental safety.
    6. Develop and monitor systems to assure cost-effectiveness by participating in the selection and use of materials and supplies, and monitoring charges.
    7. Promote cost-effective behavior in staff through observation, education, and accountability.
    8. Identify and resolve complex and recurring operational problems and consult with Director/ CNO when necessary.
  3. CLINICAL PRACTICE
    1. Conduct surveillance using approved methodologies.
    2. Develop and implement the Infection Control Plan and Risk Assessment.
    3. Investigate infection outbreaks, establish etiology, develop interventions, and evaluate outcomes.
    4. Assure that patient and family care is provided within Oneida Health Infection Control standards.
    5. Demonstrate clinical knowledge by providing consultation to staff and acting as a resource to staff and consultant to other departments throughout the organization.
    6. Identify clinical indicators to measure and evaluate quality care and the Infection Prevention program. Assure that appropriate quality monitoring occurs throughout the organization and that findings are used to improve practice and reduce potential for patient complications.
    7. Conduct environment of care and infection control rounds.
    8. Collaborate with physicians and other health care professionals to address issues.
    9. Meet regularly with the CMO/Infectious Disease MD and work collaboratively to effect change and develop protocols.
  4. EDUCATION/OUTREACH
    1. Implement and evaluate a systematic orientation program for new staff.
    2. Provide education to all staff and collaborate with department leaders on Infection Control educational programs.
    3. Oversee communicable disease reporting processes to state, county, and local health agencies.
    4. Ensure compliance with local, state, and federal regulations and Joint Commission standards regarding infection control activities.
    5. Support Oneida Health’s mission through consultation and/or participation in health promotion, health education, and specialty requests from community agencies.
  5. RESEARCH
    1. Evaluate current research in Infection Control/ Prevention for applicability within units/ programs of care.
    2. Apply results of quality assurance studies to identify and design process improvement projects.

Qualifications


QUALIFICATIONS

EDUCATION: Bachelor of Science in Nursing (required); Master of Science in Nursing (preferred)

EXPERIENCE: Five (5) years of relevant experience, one (1) of which must be in Infection Control. Progressive nursing management experience with demonstrated success. Current regulatory, accreditation experience.

LICENSES & CERTIFICATION: Unencumbered Registered Nurse (RN) license in State of New York (required); Certified Infection Control (CIC) or eligible based on experience: at least one (1) year full-time or two (2) years part-time in Infection Control OR 3000 hours of Infection Control experience during the past three (3) years.

REQUIRED SKILLS, KNOWLEDGE & ABILITIES:

  • Managerial skills necessary to plan, organize, and direct operational activities
  • Strong organizational and negotiation skills that are conceptual as well as practical
  • Demonstrated interpersonal skills necessary to interact with all levels of hospital personnel and external parties
  • Comfort with an interdisciplinary culture of collaboration
  • A passion for excellence, which elevates the abilities and competencies of the various patient care providers
  • Excellent verbal and written communication skills with meticulous attention to detail

PHYSICAL REQUIREMENTS:

  • Ability to stand, walk, sit, bend, twist and reach
  • Moderate lifting – 15-44 lbs.

AGE SPECIFIC COMPETENCY: Patients served by direct or indirect patient care – Infants (Birth-11months); Child (12months-12 yrs); Adolescent (13-19yrs); Young Adult (20-40yrs); Middle Adult (41-65yrs); Older Adult (>65yrs)
