Job Title: Director of Program Services
Reports to: Executive Director
Status: Full Time FSLA Exempt
Direct Reports: Three program supervisors
Job Purpose: This position leads OPFJC efforts to provide evidence based, trauma informed services to individuals with victims of abuse or assault. Program services include (1) forensic exams, accompaniment, crisis counseling and a 24/7 hotline for sexual assault victims, (2) domestic violence case management assessment, legal services, protective orders and referrals service, and (3) community outreach and education programing to build awareness and encourage victims to seek services.
Major Responsibilities:
· Use a logic model framework and knowledge of evidence-based practices, to refine, design and implement program service models, and establish a structured continuous quality improvement culture within the life of the organization.
· Develop annual key performance indicators (KPI) for OPFJC program services to measure community impact that are translated into individual level goals for staff.
· Write operating plans and develop program specific policies, workflow processes, training and staff development plans, and job descriptions.
· Select, train, coach, establish performance goals, conduct performance appraisals, and retain staff. Recommend progressive discipline up to and including termination.
· Understand the needs of victims residing in communities where the agency operates and collaborates to effectively address service gaps.
· Build strong work relationships with governmental agencies and nonprofit organizations to deliver seamless, coordinated services while minimizing duplication.
· Create and manage the outcomes management program including the design of key performance indicators, data collection, storage and analysis and reporting to grantors for compliance, the board of directors, and staff.
· Lead efforts to collect unbiased client feedback to inform program improvements and funding opportunities.
· Create and manages the staff development and training program for all direct care providers and staff routinely engaging with clients enhancing their ability to effectuate positive change in the lives of those we serve.
· Design team members self-care initiatives to attract and retain staff including contract workers.
· Work with the OPFJC funding partners, especially the Alabama Department of Economic Development (ADECA), to ensure compliance with the spirit and letter of the grant agreement working with the administration to maintain program records in audit ready condition.
· Plan, monitor, and ensure staff availability for the afterhours hotline responding in a timely manner to sexual assault victims who may require immediate crisis intervention.
· May be assigned related duties that arise from time to time.
Minimum Qualifications:
· A licensed, master’s level, behavioral health clinician with 5 years of program management experience with vulnerable populations with trauma, depression, anxiety, PTSD, substance abuse disorders, suicidal ideation, and other behavioral challenges. Knowledge of victim service is highly desired.
· Knowledge of the logic model framework, evidence-based programming, outcomes and performance management, and quality improvement is strongly desired.
· Experience at the senior management level, preferably in a turnaround or change management scenario.
· Knowledge of the state and local government leadership network desired.
· Experience managing state and federal grant applications and reporting.
· A demonstrated, practical knowledge of the Central Alabama nonprofit social services marketplace.
