- Collaborate with PMs and COs to plan and translate concepts into viable contract deliverables. - Lead in preparing and coordinating all related contracting material such as Statements of Work (SOW), determination and findings memorandums, risk of acquisition questionnaires, acquisition plans, evaluation criteria, industrial security plans, research solicitations and proposal review plans, and participate in source selection process. - Provide guidance as the business liaison between the CO and the contractor, and is responsible for monitoring fiscal performance and timely delivery as set forth in the contract. - Manage services that encompass, but are not limited to, technical liaison, contractor performance monitoring, contractor proposal technical evaluations, contractor invoice review and approval, product or service formal acceptance, government property administration, personnel security tracking and documentation, records and information management. - Based on assignment, may lead all aspects of contract management and oversight to include leading competitions and contract renewal from beginning to end; work closely with mission customers, organizational management, and the Contracting Officer (CO); serve as the Contractor's principal point of contact for technical management after contract award; direct and coordinate technical and program issues, establish objectives, develop requirements, establish schedules, estimate costs, develop budgetary controls, monitor technical aspects of the contract, and monitor the contractor's performance; work closely with the CO to assist in contract negotiations, including determining viable options for cost. - Assist with budget formulation, justification, and execution. Document financial commitments, obligations, and expenses. - Assist with spend plans, track spending, and project future spending requirements - Expert program management, analytic, and critical thinking skills, including the ability to conduct program and management assessments, identify needs and requirements, and develop non-linear process improvement recommendations for implementation across the Intelligence Community. - Advise and consult with the ODNI Human Resources on the status of HR activities and ensure staff stay abreast of significant HR developments. Such activities include fact-gathering; analysis and evaluation of material; written or oral presentation of conclusions both within and outside of the OIC CIO; and usually, preparation of formal reports, issuance or other documents. Examples of specific projects include: identification of criteria for filling executive positions; position classification; organizational structure; job analysis and evaluation of the effectiveness of programs. - Conduct job analyses, prepare vacancy announcements, determine qualifications, produce referral lists, and/or set pay using various human resources automated systems. - Provide technical advice and guidance to management officials throughout IC CIO on a wide range of external and internal hiring activities to include merit promotion, reassignments, change to lower grade actions, transfers, competitive examining, direct hires, and special authorities such as student, veteran, disability programs, or other appropriate alternatives. - Manage and maintain visibility of personnel requests throughout their lifecycle. - Advise managers and supervisors on human resource requirements, resources, and problems. - Utilize a wide range of human resources practices and policies to provide human resources management advisory and technical services.

Qualifications
Mandatory Requirements:
Expert technical competencies and training through Level II as outlined in the Office of the Procurement Executive 'Contracting Officer'sTechnical Representative Certification and Management Model' dated 31 July 2018.
Superior ability to proactively approach management and problem resolution, remain organized and adapt to change, and possess strong customer service skills; ability to effectively manage resources.
Superior ability to work effectively with others in an atmosphere of collaboration encouraging information sharing, constructive feedback, and cooperation with others across organizational boundaries; ability to be an agent for change.
Superior ability to effectively articulate, both verbally and in writing, complex problems and present solutions in clear and concise terms for decision-making.
Superior ability to work effectively with senior officials in a dynamic and fast-paced environment.
Expert knowledge of performance management, budget formulation, programming, and budget execution processes for IC programs, a defense agency, or a military service.
Expert ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Superior interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively both independently and in a team or collaborative environment and to lead and mentor junior colleagues.
Approximately 3-5 years of progressively responsible experience in complex acquisitions for the US Government; prior acquisition experience managing a customer service organization (i.e. Defense Acquisition Workforce Improvement Act Contracting experience, Certified Federal Contracts Manager; Certified Commercial Contracts Manager; or Certified Professional Contracts Manager experienced in Federal acquisition).
Bachelor's Degree in Business, Public Administration, Finance or Accounting, or a similar field
Successful completion of the Agency's COTR Acquisition Training (CAT) II or equivalent course from another agency (e.g., DAU) and PM Level 1 certification.

Bachelor's Degree.
