COLLECTIVE BARGAINING UNIT: This position is not in a collective bargaining unit.
BRIEF DESCRIPTION OF DUTIES: This position is in the Office of the Chief Financial Officer, Washington Convention Center Authority (Events DC). The incumbent is responsible for cash and investment handling as part of the Finance team that supports all Events DC business activities. The incumbent is also responsible for all activities related to the issuance of revenue bonds and other debt instruments by Events DC. Duties include, but are not limited to: ensuring the appropriate management of Events DC investments; monitoring the transfer of dedicated taxes from the district, and ensuring all transactions are reconciled and appropriately accounted for; monitoring Events DC bank accounts and monitoring banking institutions and investments; maintaining cash and investment data, and communicating trends and fluctuations; collaborating with financial advisors to prepare analysis and recommendations to investment policies and procedures; and coordinating all activities required by the continuing disclosure agreements relating to the bonds. Performs other duties as assigned. Five (5) years of progressive work experience performing related duties and responsibilities such as: monitoring an organization’s cash flow to ensure sufficient liquidity while maximizing investment returns; developing investment strategies considering financial goals, risk tolerance, and regulatory requirements; monitoring accounts and analyzing data to access portfolio performance; and managing relationships with external banks and financial institutions. Knowledge of all aspects of the issuance of municipal or similar debt. A bachelor’s degree in finance or a related field, and experience in government and/or non-profit investing and cash management is preferred.Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.
