Office of Statewide Pretrial Services is Hiring a Deputy Electronic Monitoring Chief Near Springfield, IL

The Office of Statewide Pretrial Services’ (OSPS or Office) mission is to assist in the administration of justice and promote community safety by ensuring fairness and equality in the pretrial process. The OSPS is a statewide office that provides pretrial services under the Pretrial Services Act, 725 ILCS 185. The Office develops pretrial standards and employs pretrial service officers who conduct pretrial investigations and provide pretrial supervision.

The Deputy Chief of Electronic Monitoring assists in oversight of the Electronic Monitoring Unit within the Division of Pretrial Operations. The Deputy Chief assists in day-to-day operations of the Electronic Monitoring Unit and works under the general supervision of the Electronic Monitoring Chief.

Below are the scheduled hours for the vacancies:

  • Wednesday to Saturday, 2:00 PM to 12:00 AM (2nd shift)
  • Sunday to Wednesday, 2:00 PM to 12:00 AM (2nd shift)

ESSENTIAL FUNCTIONS

  • Monitors the intake and tracking of electronically monitored defendants placed on pretrial supervision within OSPS counties.
  • Assists the Electronic Monitoring Chief in responding to electronic monitoring alerts such as violation of inclusion/exclusion zones, strap tamper and strap removal.
  • Assists the Electronic Monitoring Chief in notifying the Assistant Deputy Director of Centralized Operations, Deputy Director of Pretrial Operations and/or Director’s Office of high-level electronic monitoring alerts and violations; ensures law enforcement and local county stakeholders are notified of such events.
  • Coordinates the installation of electronic monitoring equipment.
  • Develops and maintains a system to track all electronic monitoring equipment deployed or stored by

OSPS, including accessories such as installation equipment, chargers, cable extenders, straps, batteries, etc.

  • Assists in the response to internal and external electronic monitoring inquires, questions or problems.
  • Communicates with electronic monitoring vendor as directed by the Electronic Monitoring Chief.
  • Implements and provides staff training on electronic monitoring systems and applicable case management software.
  • Fosters productive working relationships with local police, Illinois State Police, and other law enforcement agencies.
  • Serves as Electronic Monitoring Coordinator for the Division of Pretrial Operations by establishing and maintaining relationships with OSPS electronic monitoring vendors, providing guidance and expertise to pretrial services officers and overseeing emergency alerts processed through the operations center during non-business hours.
  • Serves as a supervisor by providing instruction, setting expectations, observing performance, providing feedback through ongoing and annual performance evaluations, participating in the hiring process, and recommending corrective or disciplinary action when necessary.
  • Serves as Acting Electronic Monitoring Chief in their absence.
  • Collaborates with Region Chiefs, Deputy Region Chiefs and Field Supervisors to ensure the Electronic Monitoring Unit is meeting the needs of the Field Section.
  • Responds to emergency notifications outside of regular business hours as a part of an on-call rotation with other OSPS management staff.
  • Performs other duties as assigned.

EDUCATION AND EXPERIENCE

Minimum Qualifications:

1. A Bachelor’s Degree.

2. Four or more years professional working experience in a public or private organization.

3. Two or more years of professional working experience within the criminal justice system including community corrections, law enforcement, law, or trial court administration.

4. Two or more years of supervisory experience.

5. A valid Illinois Driver’s License and proof of automobile insurance to operate a personal vehicle on state business, as well as maintain a safe driving record.

6. Proficient in the use of Microsoft Office products (i.e., Word, Excel, Access, PowerPoint, Outlook).

Preferred Qualifications:

1. A Bachelor’s Degree in social science, public administration, criminal justice, or related field.

2. Four or more years of supervisory experience.

3. Two or more years of electronic monitoring experience.

4. Current certification as a LEADS operator.

5. A Master’s Degree.

Physical Requirements:

1. Ability to sit for extended time periods.

2. Professional office working environment requiring telephone usage and ability to process written documents.

3. Ability to travel, including overnight stays, as required.
