Odyssey Systems Consulting Group, Ltd. is Hiring a Budget/Financial Analyst Near El Segundo, CA

Position Summary

Odyssey Systems has an exciting new opportunity for a Budget Analyst to support the US Space Force, Space Systems Command, Military Communication (MilComm) Directorate with a broad range of financial management capabilities to execute effective and responsive integrated program management of space-related research, development, production, and lifecycle acquisition activities. 

As a Budget/Financial Analyst you will assist the Government in budget integration, Planning, Programming, Budget, and Execution (PPBE) and commitment/obligation/expenditure reconciliation.

Additionally, the Directorate is responsible for effective administration, management, and execution of resources for all programs within its portfolio providing effective planning, programing, budgeting and execution. The goal of this effort is to support financial management requirements and justification activities.

Responsibilities

Duties include, but not limited to: 

  • Develop products or deliverables, train, brief, integrate, correlate and analyze various phases of the Planning, Programming, Budgeting, and Execution (PPBE) process as they apply to the administration and management of all programs within the Directorate.
  • Assist the Government with management of the POM process and development, analysis and integration of POM products.
  • Ensure compliance with Financial Improvement and Audit Readiness guidelines
  • Assist the Government in performing research, conducting reviews and providing assessments in support of milestones such as
    • POM
    • Budget Exhibit preparation
    • Staffer Day preparations
    • Funds receipt
    • Spring Program Reviews
    • Program Management Reviews
    • Mid- year Execution Reviews
    • Baseline Execution Reviews
    • Vice-Commander’s Forum
    • Business Management Reviews
  • Provide internal process and procedure efficiency and improvement initiatives.
  • Analyze data from various Government accounting systems and Program Contractor inputs/reports to support training; data collection; documentation; reconciliation of current, prior and canceling year budgets; and budget execution for all Programs in the Directorate’s Portfolio.
  • Perform Commitment/Obligation/Expenditure Reconciliation on the following funding to include but not limited to U.S. Government, foreign military sales, other foreign Government, and International Partner Agreements.
  • Assist the Government with all recurring and non-recurring financial reviews to ensure unliquidated obligations are recorded; in the proper stage of accounting; valid and correct; dormant/not dormant; and ensure documentation exists to support the recording of the obligations and commitments.
  • Recommend remedial actions as necessary to resolve commitments, obligations, and expenditures discrepancies
  • Assist the government in Program Control, Integration and Action Team duties to develop, train, analyze, staff and report to internal and external offices

Qualifications

Minimum Required Qualifications:

Citizenship: Must be a US citizen

Clearance: Must have and be able to maintain an active Secret clearance

Education: High school diploma

Years’ experience: 13 or more years directly applicable experience in DoD Financial Management OR, 

  • Associate's Degree plus 11 or more years directly applicable experience in DoD Financial Management
  • Bachelor's degree plus 7 or more years directly applicable experience in DoD Financial Management

Additional Information:

Location: Located in El Segundo, CA at Los Angeles Air Force Base (LAAFB)

Travel: Travel may be required up to 10%

Onsite: This position is onsite, unless directed otherwise and/or coordinated with the government customer.
