Summary You will serve as a FIRE PROTECTION SPECIALIST in the FEDERAL FIRE DEPARTMENT (FFD) of COMMANDER NAVY REGION HAWAII. Duties * You will brief senior leaders or other employees on matters on firefighting activities, personnel, and equipment. * You will prepare training plans, risk assessments, or standard of response coverage documents to ensure operational readiness. * You will develop training and safety programs in accordance with regulatory agencies (e.g., Department of Defense, Occupational Health and Safety Administration [OSHA], National Fire Protection Association [NFPA]). * You will evaluate new concepts in fire prevention, hazardous materials incidents, and emergency services for incorporation into training materials. Requirements Conditions of Employment * Must be a US Citizen. * Must be determined suitable for federal employment. * Must participate in the direct deposit pay program. * New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * Selectee must obtain and maintain a current valid United States driver's license. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. * This is a bargaining unit position. * This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems. * Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing. * You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing training and safety programs in accordance with regulatory agencies; 2) Managing the development and implementation of emergency medical services training plans; 3) Conducting course research, providing quality assurance, and maintaining budgetary controls for all training requirements; 4) Completing written reports of program effectiveness, training academics, and study outcomes in order provide recommendations. These certifications must be awarded by National Registry, DoD, IFSAC or ProBoard to meet the requirements. If you do not possess the certifications, you will be rated ineligible. PHYSICAL DEMANDS:
Although the work is often sedentary, it involves regular and recurring field training and site visits. Visits involve a considerable amount of physical activity which includes walking, climbing, and stooping over rough terrain sites that are not necessarily easily accessible, often under the stress of extreme smoke, heat, and fire and hazardous/toxic material exposure as well as other physical demands of firefighting. Must be able to wear protective clothing and equipment, weighing up to 100 pounds, while working in extreme heat and cold under adverse conditions such as fire and smoke. Ability to maintain alertness, self-control, and emotional stability to direct training operations. Climbs ladders and works at various heights. Must pass Navy firefighter physical examination annually and successfully participate in the ongoing Navy firefighter physical fitness program. WORK ENVIRONMENT:
Incumbent is subject to work in extreme and adverse conditions during live fire training exercise and during times when filling in as the operational fire officer. Incumbent must be able to wear protective clothing and use self-contained breathing apparatus. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education This job does not have an education qualification requirement. Additional information This position is covered by the Department of Defense Priority Placement Program.
