JOB SUMMARY:

Under the Supervision of the Director of Operations, the Information Systems & Technology (IST) Coordinator is responsible for ensuring functionality and efficiency of network, databases, and telecom systems. Is lead contact with purchased IT management services vendor/provider (MSP). Collaborates with other agency staff in identifying and addressing technology training and data system needs. Supervises the internal IST team, work order system and the agency’s telecommunications systems. Supports, evaluates, and recommends new information systems and technology to meet the changing technology needs of business and service delivery as well as employees. Must have demonstrated knowledge of networking systems, databases, and telecommunications along with project management / planning, and supervisory skills. Carries out all responsibilities within department, agency, and state/federal policies and regulations.

JOB RESPONSIBILITIES:
General Technical Experience, Skills & Responsibilities:

  • Handles both technical & administrative responsibilities in managing OCO’s information systems & technology.
  • Under the guidance of and as a liaison to OCO’s technology managed services providers (MSP), the IST Coordinator will:
  • Work effectively with vendors & technicians & agency department heads to recommend / select the best products & services to support/achieve agency goals.
  • Ensure the internal operations of central networks, computers, peripherals, and software.
  • Oversee work of vendors, and consultants to assure successful installations, integrations and implementation of new systems and upgrades, ongoing maintenance, security, troubleshooting & testing.
  • Provide internal system administrator functions to data systems for various agency programs as needed, such as our agency HRIS and Transportation databases.
  • Provides direct supervision to IST Technical Support & Data Team which includes assigning, monitoring, and reviewing work of staff. Assures staff training and development of direct reports.
  • Collaborates with IT Managed Services Provider, to monitor network security and conduct audits as needed.
  • Ensures OCO employees have appropriate access to needed databases, hardware, and software.
  • Schedules work assignments based on work orders, special projects, priorities, emergency situations and ongoing maintenance.
  • Understands onsite maintenance and troubleshoots with MSP as needed for the upkeep of all technology equipment and systems.
  • Highest level in-house resource for complex technical daily and on-call problems; addresses situations, not able to be resolved by Tech Support.
  • Elevates complex tickets/work orders to next level, IST Managed services providers as needed.
  • Develops & implements a system for assessing employee technology skills and training needs
  • Participates in the development of the Information System and Telecom budgets.
  • Participates in staff resource management with Director of Operations, including position development, staff hiring process, and budgeting for IST.
  • Manages special IST projects, leads planning for IST, and performs other job related duties as assigned.
  • Leads IST team meetings; coordinates technology-related planning and project meetings with Agency leaders and IST managed service providers; assures agency wide goals & objectives being worked towards and achieved.
  • In conjunction with IST managed services providers, performs various levels of system analysis and provide objective feedback/recommendations to Agency leaders.
  • Participates in rotating on-call schedule for IST.
  • Performs other duties as assigned.

Risk Management and Security Responsibilities:

  • Works with our MSP to assure the agency has necessary internal controls and security in place to address areas of risk.
  • Internally leads investigations & audits of potential non-compliance/security issues.
  • Participates in Agency’s Compliance & Risk Management Oversight Committee.
  • Co-leads annual HIPAA Risk Assessment for the Agency.
  • Acts as agency IST Security Officer / HIPAA Security Officer (see Addendum).
  • In conjunction with MSP, may conduct audits of agency networks & systems to mitigate potential security risks and develop new audit protocols.
  • Develops, updates and makes recommendations for policies and procedures governing Agency-wide use of IST/Telecommunications systems.
  • Oversees and provides direction and decision making for IST functions during department / agency crisis, under guidance of MSP managed services provider.

JOB REQUIREMENTS:
Must be knowledgeable to administer:

  • Various architectures including Windows Server (2010 & above), MS SQL 2000 & above, Exchange / Outlook system, & MS Office (2013 & above), & MS 365
  • Active Directory, DNS, DHCP, VPN, SPAM filtering, wireless networks; Routers & Access Points
    LAN/WAN infrastructures including VLAN; T1 connections between sites;
    Digital Phone Systems – network aspects
  • SaaS (Software as a Service) and MDM (Mobile Device Management)
  • Must have knowledge of electronic security regulations, including HIPAA / HITECH.
  • Must understand the terms and language of computer/technology vendors and technicians.
  • Must be able to conceptualize globally across the Agency as well as meet specific needs / requirements of individual OCO programs.
  • Must be able to analyze current and future technology system needs for the Agency and advise key staff;
  • Must have skills to troubleshoot and use critical thinking to assess situations.
  • Must be able to work independently, be familiar with Agency/State oversight agencies, functions, regulations, etc.
  • Must work professionally and effectively with other Agency staff, be able to gain cooperation and be a good role model for IST practices.
  • Must have excellent verbal and written communication skills and be able to interpret and follow complex directions /regulations.
  • Must have manual dexterity for use of keyboards and manipulating small parts; must be able to lift up to 25 lbs. regularly, 26 – 60 lbs. occasionally and over 60 lbs. when needed.
  • Must have a valid NYS Driver's License /driving record within Agency policy have access to a vehicle for travel throughout the county.
  • Must have flexibility to work outside normal business work hours; able to carry a cell phone to share rotating on-call responsibilities.

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in Information Technology/Information Science and 5 years directly related IT and leadership experience which includes demonstrated abilities in systems management, project management and budget management;
  • 3 – 5 years of supervisory experience; or
  • Any acceptable equivalent combination of education, experience, and training in related areas.

Full-time - 37.5 hours per week

Level 6

Monday to Friday: 8:30 am to 4:30 pm
