Position Summary

The Contract Advisor (Manager), also known as a Contracts Manager in Government industry, is a valued business partner collaborating with internal and external stakeholders in support of the products and services we deliver to customers as part of a solution-oriented team, building relationships based on integrity, and working together to exceed our customer expectations and achieve company business goals.

In this role, success of the Contracts professional depends on a strong culture of embracing ideas and perspectives of diverse skillsets across functional organizations, with a commitment to building positive relationships and a collaborative work ethic to influence and execute balanced business deals.

Duties & Responsibilities

A Contract Advisor will have a strong U.S. Government and Commercial Contracting experience with the ability to work closely with internal business partners in Program Management, Finance, Supply Chain, and other functions to achieve business results.

  • Provide sound contract management and advice to meet customer obligations and achieve company objectives for both government and commercial contracts.
  • Ensure compliance with company policies and procedures.
  • Assist Capture / Proposal / Program Management in establishing strategy on business pursuits.
  • Take a lead role in evaluating requests for proposals, providing contractual inputs and guidance for the development of proposal responses, identification and evaluation of risks and recommendations for mitigation, and negotiations in collaboration with internal business partners.
  • Manage contracts for performance to scope, terms, and conditions, applicable FAR / DFAR or other government agency regulations, effectively employing the principles of contract management standards to change management, performance issues, contract notifications, and other contractual matters that may arise with timely communications.
  • Proficient administration of various types of Contracts (CPFF / CPIF / CAF / FFP, and Time & Material) in accordance with the rules and regulations specified by contract, as well as internal policies and procedures.
  • Review and process all contractual documents for accuracy, contract compliance, acceptance, or negotiation of changes with customers, and coordinating the internal approval and execution of the document in accordance with internal policy.
  • Engage with Supply Chain to communicate contract requirements and flow downs to Suppliers and Subcontractors, and to effectively identify and monitor risks to company contract performance.
  • Be the primary point of contact for communications with the government contracting officer or customer contracting counterpart;

take a lead role in driving closure of contractual matters.

  • Employ effective verbal and written communications internally and externally, coordinate customer responses with the appropriate internal business partners.
  • Provide guidance and assist more junior contract administrators, work collaboratively with the contracts team.
  • Interact daily with all levels of management; employ sound judgement to keep management apprised appropriately and in a timely manner of contractual matters that affect contract performance.
  • Redline terms and conditions of contract and coordinate and draft a variety of agreements such as non-Disclosure Agreements, teaming agreements, contract provisions as may be required;

coordinate all contract drafts and redlines with legal.

  • Working knowledge of ITAR and Export Regulations.
  • Familiarity with U.S. Government accounting & financial principles (e.g., Cost Accounting Standards).
  • Perform other duties as required.
  • The Contracts Advisor will be responsible for contracts of various values, of complexities expected to range from medium to high, and that have management visibility throughout the division.

Qualifications

REQUIRED

  • B.A. or B.S. degree.
  • 8 of experience with Government Prime Contracts and Subcontracts to a Prime Contractor.
  • Experience in administering various types of Contracts (CPFF / CPIF / CPAF / FFP, and Time & Material).
  • Highly proficient with Federal Acquisition Regulation (FAR) and DFAR regulations.
  • Demonstrated sound judgement and strong work ethic with the ability to prioritize several programs is essential.
  • Experience with maintaining and organization of a Contracts Management System for contract documentation and record retention.
  • Experience with Proprietary Information Exchange / Non-Disclosure Agreements and Teaming Agreements.
  • Excellent communication and problem-solving skills.
  • Demonstrated business acumen and strategic thinking skills.
  • Demonstrated analytical and critical thinking skills to adequately interpret contractual guidelines and identify potential solutions even if no solution seems apparent.
  • Strong knowledge and understanding Government regulations.
  • Minimum : Secret clearance required, must be willing and capable of obtaining a TS / SCI clearance.
  • Preferred : active TS / SCI clearance or have had an active TS / SCI within the last 2 years.
  • Must be a US Citizen.

DESIRED

  • Degree in Government Acquisition, or advanced degree, or Juris Doctorate, or CPA.
  • NCMA or equivalent contracts certification or accreditation.
  • Experience with commercial contracts.

Additional Information

This position is Hybrid - Remote and will require commuting to a designated office. Hybrid work schedules are determined by the hiring manager based on business need.
