Job Description

The NYC Department of Homeless Services (DHS) is one of the largest organizations of its kind committed to preventing and addressing homelessness in New York City. Collaborating with other public agencies and not-for-profit partners, the Department of Homeless Services works to prevent homelessness before it occurs, reduce street homelessness and assist New Yorkers to transition from shelter into appropriate permanent housing.
The Department of Homeless Services is recruiting for one (1) City Research Scientist I to function as a Medical Monitor, who will:
  • Assist in the development and implementation of database to monitor, track, and report cases of communicable diseases (including tuberculosis, salmonella, influenza, shigella, and others); enter data, track cases in coordination with the local health department, and perform regular data quality assurance using analytical software for routine data cleaning, address and correct data deficiencies in a timely manner and adhere to strict privacy guidelines.
  • Develop and conduct surveys to assess health-related and nutritional needs in shelters; collect data via online survey tools and directly via site visits; analyze data and present findings.
  • Plan, schedule and conduct shelter site visits to collect data and disseminate health related resources and information to shelters; provide technical assistance and facilitate community linkages and referrals as appropriate.
  • Perform accurate statistical analyses to monitor epidemiologic trends, demographic factors, and shelter profiles to inform program planning, in addition to epidemiologic and public health responses.
  • Work with local department of health epidemiologists to implement coordinated epidemiologic surveillance for cases of communicable disease, monitor outcomes, and coordinate cross-agency public health response.
  • Assist in performing research and evaluation projects by developing scientific objectives, facilitating interdisciplinary workgroups, and participate in performing accurate data collection, documentation, and analytical procedures.
  • Utilize scientific guidance developed by the Centers for Disease Control and Prevention (CDC), New York City Department of Health and Mental Hygiene, New York State Department of Health and other agencies to produce and disseminate toolkits, technical papers and evidence-based public health guidelines that are adapted to local conditions and relevant settings.


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

- Strong research, data management and analytical skills. - Excellent written and oral communication skills. - Experience with public health program planning, data management, quantitative and qualitative program evaluation and reporting. - Ability to conduct accurate and timely documentation and reporting. - Proficiency in Microsoft Word, Outlook, PowerPoint and Excel, in addition to analytical software applications such as SAS or SPSS.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
