SUMMARY:
The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.
The Workforce Development & Regulatory Enforcement analyst will be responsible for providing oversight to agencies focused on generating and regulating economic development activity. The position will focus on oversight of the Department of Buildings (DOB), The Mayor’s Office of Media & Entertainment (MOME) and efficiency initiatives. The Workforce Development & Regulatory Enforcement unit provides oversight to a myriad of agencies with activities ranging from developing effective workforce development plans to incentivizing development by fostering a beneficial regulatory environment. Analyst will provide oversight of programs that cross the Expense and Revenue budgets.
JOB DESCRIPTION:
The duties of these positions may encompass the following activities:
  • Assisting in the preparation of the expense budgets for Department of Buildings (DOB), The Mayor’s Office of Media & Entertainment (MOME) and other agencies as assigned
  • Analyzing and modifying agency budgets, as needed, and monitoring financial plans
  • Monitoring expenditures and revenues; reviewing funding and personnel requests; analyzing monthly headcount reports; and evaluating program performance
  • Reviewing and reporting on various requests for expenditure authorizations
  • Identifying, analyzing and recommending alternatives and solutions for spending and other issues
  • Developing cost reduction programs
  • Serving as liaison to operating sections of city agencies
  • Reviewing and evaluating legislative initiatives
  • Develop and work on other ad-hoc projects.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college.

Preferred Skills

DESIRED QUALIFICATIONS:
  • Strong background or interest in economic development.
  • Strong background in financial management and public policy.
  • Excellent oral and written communication skills
  • Very strong technical knowledge of Microsoft Excel, Word, Access and Power Point.
  • Excellent interpersonal skills
OTHER QUALIFICATIONS:
Strong analytical, computer, and interpersonal communication skills, ability to work independently and proactively within a team.

Additional Information

REQUIREMENTS:
Assistant Analyst ($51,550 ): Bachelor's degree in Business, Finance, Economics or a subject related to Social Services with no or one year of full-time experience in budgetary planning/management, financial analysis, public policy analysis or a related field.
Analyst ($65,604 ): Bachelor's degree and a minimum of two years of full-time experience in budgetary planning/management, financial analysis, public policy analysis, grants management, or a related field, or a Master's degree in public administration, or a related field.
Senior Analyst ($73,806): Bachelor's degree and a minimum of three years of full-time experience in budgetary planning/management, financial analysis, public policy analysis, grants management, or a related field, or a Master's degree in business, public administration, accounting, or related field, and one year of relevant experience.
