The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing child care assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.
Under the direction of The Deputy Director of the Technical Assistance Team, the Technical Assistance Specialist provides support by way of consultations to contracted providers of prevention programs. The Technical Assistance Specialist is responsible for providing guidance, resources and support around connecting with internal and external stakeholders in ACS; as well as, in the community. Knowledge and experience of the Prevention services continuum, and child welfare are extremely beneficial to this role.
Responsibilities include:
  • Develop expertise in the continuum of Preventive Child welfare, to include Prevention services.
  • Provide technical assistance to support providers in resolving issues with cases.
  • Consult with Prevention providers to understand the needs of the family and make an appropriate model match to a program within the Prevention continuum.
  • Contact Prevention Providers to locate a slot for families in need of prevention services.
  • Maintain a caseload of agencies and provide guidance and support to the contracted providers.
  • Explain and review relevant data.
  • Record and convey work activities/findings and provide recommendations.
  • Working knowledge of issues relevant to Housing Insecurity.
  • Familiarity with Microsoft Office to network, including using Microsoft Teams to hold office hours as needed.
  • Obtain information and resources that will be useful and supportive for stakeholders and contracted providers.
  • Participate in special projects, as necessary and/or other tasks as assigned.
  • Connect providers to internal and external stakeholders as necessary.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
