Job Description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire an Associate Chemist III for a position in Kingston Laboratory, Watershed Water Quality Operations Division, Water Quality & Innovation Directorate located in Kingston, New York.

Under direction, of the Kingston Laboratory Director, the Associate Chemist III will serve as Kingston Aqueduct Monitoring Supervisor and will be responsible for monitoring water quality parameters in the upstate watersheds and supervising a team of chemists. The selected candidate will perform difficult and responsible qualitative and quantitative chemical and physical analysis on water, wastewater, and related samples using Environmental Laboratory Approval Program (ELAP) approved methods and instrumentation. The selected candidate will perform the necessary support functions to ensure efficient operation of the laboratory. Duties also include compile, review and report water quality and associated data in accordance with Divisional procedures and by specific deadlines while overseeing quality control procedures according to WWQO and applicable regulatory protocols. Specific duties include:

  • Planning and directing technical and administrative operations of the unit in accordance with priorities set by management. Managing projects and coordinates work including planning, implementation, procurement, assigning staff, managing contracts, and preparing reports and presentations within deadlines. Supervising, instructing, assigning work, and evaluating performance of subordinate staff. Managing and resolving personnel issues according to Agency policies. Advising supervisor of issues which cannot be managed at the unit level. Monitoring time and leave and controls overtime usage of staff. Conducting staff meetings to ensure effective communication and coordination. Participating in Divisional and Bureau staff meetings, as appropriate. Assigning work that is appropriate to job specifications and titles. Providing appropriate coaching and feedback to staff. Performing the duties of the Lab Director in that person's absence.
  • Performing the required number of analyses promptly, providing valid data interpretation when necessary. Satisfactorily completing the annual and Demonstrations of Capability (DOCs) for all analyses as a primary or back up analyst. Keeping current on changes in methodology, or technology and implements as necessary. Assisting in the troubleshooting of instruments and analyses. Maintaining neat and complete records to document satisfactory instrument performance. Maintaining required certification for analyses. Competently operating, servicing, maintaining, and repairing all instrumentation. Keeping Supervisor apprised of the status of projects and makes notification of unusual analytical results. Performing other duties as required including, but not limited to, preparation of reports and special projects. Performing the duties of the supervisor during that person's temporary absence.
  • Performing sample collection and field analyses within WWQO in accordance with approved Standard Operating Procedures (SOP’s) Collecting, transporting, relinquishing and logging in samples. Completing field analyses and other field tasks. Calibrating and maintaining field equipment and instrumentation. Ensuring that field results and observations are recorded. Adhering to the sampling schedule. Ensuring that the appropriate supplies for collection runs are prepared in advance to expedite departure from the laboratory. Performing onsite analyses to verify continuous monitoring results as needed. Properly notifying supervisor of any problems so that recollections can be scheduled as required.
  • Recording and collecting data, performing downloads, and compiling data as needed to prepare data for review. Reviewing data for accuracy and completeness taking appropriate actions where necessary. Distributing reports to appropriate staff by deadlines. Ensuring that report content is pertinent, accurate, and complete. Coordinating and overseeing generation of written reports. Conducting statistical analyses as needed. Comparing results to Water Quality Standards and historical data. Assisting with data requests as needed. Approving data for release to the Division’s database.
  • Washing, sterilizing and preparing all sample bottles, glassware and necessary supplies in accordance with designated laboratory procedures. Maintaining appropriate laboratory Quality Control (QC) records. Operating and maintaining laboratory support equipment. Assisting with procurement and maintaining inventories. Receiving and distributing incoming supplies and packages. Maintaining the laboratory and storage areas in an orderly manner. Following procedures and maintaining accurate records associated with sample log in, distribution, and disposal.
  • Performing required duties and activities related to maintenance of NYSDOH ELAP accreditation. Ensuring that subordinate staff perform required activities stated in relevant portions of the ELAP Manual, reference methods, Quality Manual and SOPs. Adhering to the Data Integrity policy and procedures. Completing and maintaining records accurately, clearly, and in a timely fashion and ensuring that subordinate staff do the same. Reviewing Quality Assurance (QA) related documents, promptly, critically, and by due dates assigned. Approving and ensuring effective corrective action within due dates assigned. Coordinating meetings and conferences concerning analytical problems, quality assurance, methods development, and other projects. If acting as a Program Director, interfacing with regulators regarding PT and audit results, providing correspondence within due dates, and permitting Management review prior to issuance. Maintaining demonstration of capability for all tests assigned.

Please note this is not a clinical laboratory, and a Clinical Laboratory Technologist License is not required for this position.

Some of the physical activities performed by Associate Chemists and environmental conditions experienced are: lifting and carrying packages weighing approximately 20 pounds for a distance of 30 feet, performing duties in confined work areas, wearing protective garments such as respirators, gloves, lab coats, and goggles, handling and manipulating laboratory equipment and instruments and tools such as glass and plastic ware and lab tools, etc., adjusting settings on machines which require fine finger and hand coordination and control, and collecting samples at sites in all weather conditions.

Special Working Conditions: Associate Chemists may be required to work all hours of the day or night and Saturdays, Sundays, and holidays.

Qualification Requirements
A baccalaureate degree from an accredited college, including or supplemented by 16 semester credits in chemistry and 8 semester credits in any one or a combination of the following areas: chemistry, pharmacology, toxicology, environmental science, forensic science, or other natural science.

Certificate Requirement
At the time of appointment to a clinical laboratory, candidates must possess a valid License as a Clinical Laboratory Technologist issued by the New York State Education Department. This license must be maintained for the duration of employment.
Additional Qualification Requirements For Assignment Level II and above.

To be eligible for placement in Assignment Level II and above, individuals must have, after meeting the minimum requirements described for Assignment Level I, at least two years of fulltime satisfactory experience performing chemical or physical analyses in a laboratory.

Education may be substituted for experience on the basis of 30 graduate semester credits from an accredited college in any of the areas of study described in the qualification requirements above for one year of experience. However, all candidates must have a baccalaureate degree from an accredited college with the specialized credits as described above.
