About the Role:
The Department of Probation is recruiting for one Administrative Staff Analyst M4 to function as Executive Director of Support Services under the direction of the Deputy Commissioner Administration, with very wide latitude for independent judgment and initiative who will:
Collaborate with Deputy Commissioner on establishing goals and policies needed to achieve the broader support services objectives. Participate in forming and implementing policies and procedures. Interpret policy and procedural changes for staff. Assist in creating new operating instruction, systems, and methods.
Support Deputy Commissioner in overseeing collaborative efforts between all units within Support Services which includes Facilities Management, Fleet Operations and Special Projects. Oversee, track, and monitor projects and assignments, timelines, and follow up with staff and external parties such as DCAS.
Implement strategies to improve efficiency of internal procedures by analyzing and supporting development existing plans to ensure they are aligned with the overall goals of the Agency such as facilities planning, fleet management and other supporting services areas.
Respond to difficult and sensitive programmatic staff inquiries and complaints and assists with resolutions and alternative recommendations.
Oversee the process of collaborative efforts between units to ensure that the 21 leased and city owned locations are well maintained as well as ensuring programmatic space needs are met at each site to reduce/eliminate the risk of facing issues of noncompliance with OSHA along with possible accompanying OSHA fines.
Oversee the overall management of properties and collaborate on the purchase of furniture, the relinquishment of furniture and specialized equipment for all new and renovated locations.
Oversee the activities of Fleet Management including acquisition of vehicles, replacement repairs/maintenance and accident reports of vehicles.
Assist with developing and implementing procedures with the Fleet Coordinator that involve transportation and driving issues. As well as enforce compliance with mandated city, state and federal regulations regarding driver, vehicle licensing (including review and assessment of compliance and certification of driver authorization) and safety (i.e., Vision Zero). Review the Annual Fleet Report. Coordinate and review audits of repairs, driving records and expenses.
Monitor and evaluate work/job performance of subordinate staff. Track time and leave and staff’s compliance with EEO & other agency mandates. Identify issues and communicate them effectively.
Provide recommendations/resolutions for implementation of corrective action plans. Identify training opportunities. Recommend training courses for staff to enhance their skill sets. Train first line supervisors as well as other subordinates in the performance of their activities. Ensure that staff are sent to formal training.
Build strong relationships with key stakeholders, stay up to date with industry trends and best practices, and provide actionable insights that support decision-making.
Oversee special projects such as facility risk assessments for emergency planning activities related to continuity of operations (COOP) and emergency management planning tasks. Neighborhood Opportunity Network (NeON) client/community activities. Coordinate day-to-day emergency operations objectives and outcomes with internal and external stakeholders.
Act on behalf of the Deputy Commissioner when s/he is unavailable.
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
