Overview

Our client is seeking a Project Controls Estimator that will be will be responsible for providing comprehensive project controls and estimating support to the project team, contractors, and key stakeholders. This role involves utilizing advanced estimation techniques, historical data analysis, and proactive problem-solving to ensure the successful execution of projects and programs. The candidate will collaborate closely with project managers, directors, and other team members to ensure accurate and well-challenged estimates.

Responsibilities

• Provide project controls estimating support per PC-EU-2004 to key stakeholders, including the director, manager of projects, project managers, and contractors.
• Utilize independent estimates to challenge contractor proposals, ensuring accuracy and fairness in cost estimates.
• Identify project/program scope, schedule, and budget issues early and develop effective resolutions to ensure successful project execution.
• Prepare Phase 1, 2, and 3 level estimates, considering various project phases and requirements.
• Create estimates and cash flows to support authorization presentations for project funding.
• Generate historical estimate accuracy reports for completed projects and programs, updating parametric unit rates as necessary for continuous improvement.
• Develop standard Work Breakdown Structure (WBS) estimates and assumptions, incorporating confidence factors for different project phases from study to construction.
• Offer 24/7 on-call estimating services for emergent projects, demonstrating responsiveness and commitment.
• Develop unit cost and parametric estimate ranges for standard scopes of work, maintaining accuracy and relevance.
• Participate in Project Estimate Challenge meetings, presenting and reviewing the basis of estimates with clarity and confidence.
• Incorporate actual project data into estimating methodologies to ensure continuous improvement and accuracy.
• Report project actuals against estimates upon project completion, highlighting any deviations and providing insights for future estimates.
• Collaborate closely with project managers to ensure estimates are properly challenged and reviewed, fostering accurate project planning and execution.
• Utilize the current financial management system at each utility for accurate financial tracking and reporting.

Required Skills & Experience

• Bachelor's degree or equivalent experience.
• 5 years of experience in project controls, estimating, or related roles within industry or field.
• Experience with financial software.
• Proficiency in project estimation methodologies, including parametric, analogous, and bottom-up approaches.
• Ability to read prints, understand construction units and contract requirements.
• Strong analytical skills, with the ability to interpret project data and metrics.
• Excellent communication skills to convey estimates and challenges effectively to various stakeholders.
• Problem-solving aptitude and the ability to identify and resolve scope, schedule, and budget issues proactively.
• Familiarity with Work Breakdown Structure (WBS) development and confidence factor integration.
• Experience with financial management systems.
• Strong attention to detail and accuracy in estimating and reporting.
• Ability to work collaboratively within cross-functional project teams.

Preferred Skills & Experience

• Certifications, if applicable, e.g., PMI-SP, AACE-CEP.
• Utility experience.
