NRTC is Hiring an OSP Construction Supervisor Near Minneapolis, MN

The Construction Supervisor is responsible for on-site construction supervision to ensure compliance with the approved design as per standards set forth by RUS, NESC and the member. The Construction Supervisor is the liaison between the member, NRTC OSP team, Contractors, NRTC permitting team, NRTC Project Manager, and OSP Design team to ensure design and engineering compliance during construction. The Construction Supervisor will also collaborate extensively with all cross-functional teams, including but not limited to SMEs across each of the NRTC services organizations and business units, to ensure the effective construction delivery of a compliant build to the customer. Responsibilities

  • Effectively communicate with contractors any project needs
  • Effectively manage all levels of inspectors, contractors, and sub-contractors
  • Complete and manage daily Inspector scheduling
  • QC all Invoicing and Staking sheet documentation prior to releasing to OSP Manager
  • Project coordination including attending weekly construction meetings
  • QC weekly construction totals and overall project completion
  • Conduct and Manage Inspector training, queries, or concerns
  • Where required review design outputs, such as FSPs, FMSs, BOMs, and overall design with GIS as needed
  • Design fiber routes to include railroad, river, and highway crossings while working closely with the client and permitting team
  • Have a strong working knowledge of fiber splicing and Fiber Splicing Plans (FSP) when assisting clients with project/subscriber additions
  • If assigned to Underground construction:
  • Validate underground standards to include all project specific needs and testing parameters.
  • Confirmation and staking (where required) of underground routes based on the approved GIS Design, in conjunction with service locates and associated permitting requirements.
  • Work with OSP Manager, member, contractor, and design to ensure all field staking for OLT locations and implementations are correct and documented
  • Where required communicates with local and state DOT authorities for questions regarding ROW measurements and/or requirements
  • Where required communicates with local and state DOT authorities as well as permitting (NRTC or member) for any needed permits or changes to existing permits
  • Confirm site drawings in the field (where these are included in the scope)
  • Verifies redlines are completed as well as communicating with involved parties regarding status changes or issues that may arise
  • Performs any other related duties as assigned by the OSP Manager to ensure effective operation of the OSP Department
  • Ability to seamlessly fill-in for OSP Manager, if required, in limited role
  • Other duties as assigned

QualificationsKnowledge, Skills, and Abilities

  • OSP fiber construction experience with emphasis on rural markets
  • RUS and NESC guidelines knowledge
  • High level of competency in using electronic devices, such as iPad, iPhone, laptop, file sharing, email, etc.
  • Ability to interact in a positive manner with internal and external contacts
  • The ability to exercise good commercial judgment while working within company procedures
  • Drive compliance without shying away from making tough calls
  • Encourages direct and robust debate but isn’t afraid to make a decision and move on
  • Doesn’t hold back anything that needs to be said; provides current, direct, complete, and “actionable” positive and constructive feedback to others in appropriate settings
  • Faces up to people “problems” with any person or situation (including OSP Contractors) quickly and directly; is not afraid to take decisive action when necessary
  • Strong time management skills
  • Ability to set priorities, gather information, and pay attention to detail
  • Excellent problem solving and decision-making skills
  • Strong and effective communication (verbal and written) and interpersonal skills with the ability to build relationships and influence others
  • Good research skills to perform advance research to find reliable and relevant content
  • Advance record keeping skills

Minimum Education and Experience

  • Proven experience and understanding of Telco design and construction, systems and procedures 
  • Minimum 8 years OSP engineering and fiber construction experience 
  • Supervisor experience a plus

Physical Demands

  • Work is typically performed outdoors
  • Travel will be required
