The Environmental Specialist-Water Resources function is to serve as the Tribal Environmental Department’s Water Resources Coordinator in accordance with the EPA Clean Water Act Section 106 and Section 319 Tribal Grant. A second function is to provide assistance to the EPA Tribal Performance Partnership Grant and General Assistance Program Grant (GAP). Interrelated functions include budget tracking, work plan development and assisting with interdepartmental and community outreach. Additional functions include providing Geographic Information System (GIS) and related geospatial services. The incumbent works under the general supervision of the Environmental Director and shall follow all departmental policies, procedures and provisions.
ESSENTIAL FUNCTIONS
The Nottawaseppi Huron Band of the Potawatomi reserves the right to change, amend, add, delete, and otherwise assign any and all duties, responsibilities and position titles as it deems necessary to meet the needs of the government.
Assist in the Development and administration of the Tribal Water Resources Program under the Clean Water Act (CWA) Section 106 grant, including:
  • Continue to assess current conditions of Tribal-related surface waters, review water resources of Tribal Land acquisitions, manage and revise Quality Control documentation and Treatment As State (TAS), as needed.
  • Ensure that the NHBP Tribal Assessment Report (TAR) is current including: Water Monitoring Strategy, Water Quality Assessment, and submissions of electronic data.
  • Assist with delineation of wetlands on NHBP lands and develop recommendations for future wetland monitoring.
  • Participate in relevant committees/boards/commissions.
  • Provide technical updates on the program to staff, other Tribal departments, Tribal committees, conservation and stewardship groups, and community members.
Develop and administer the Tribal Water Resources Program under the Clean Water Act CWA 319 authorization to address no point source runoff and stormwater/surface water resources.
  • Coordinate Non-Point Source Assessment Report, Management Report, and Treatment as State (TAS).
  • Work with USEPA staff through application process for revisions and public comments.
  • Administer all aspects of 319 project after approval is received.
Assist in administration of the Tribal Performance Partnership Grant, including:
  • Assistance on work plan development
  • Assistance with budget preparation and budget tracking
  • Assistance with developing and tracking Tribal Environmental Agreement with ETEP
  • Communication with EPA, including filing of required reports, preparation of work plans and attending required trainings and functions.
Participate in NHBP Geographic Information Systems (GIS) Program
  • Coordinate all NHBP geospatial data and GIS software.
  • Participate with GIS program staff to carryout related projects and activities.
  • Provide GIS services to the Environmental Department, while assisting all other Tribal Departments and Tribal Council with map and data requests.
  • Provide consultation services with agencies and the environmental community per the National Environmental Protection Act.
  • Other duties as assigned by the Environmental Department Director.
MINIMUM REQUIREMENTS
An applicant’s education, training and experience must be sufficient to demonstrate that the incumbent possesses the ability to successfully perform each of the essential functions. The requirements listed below are generally representative of the education, experience, and skills and/or ability required to enable one to successfully perform the essential functions associated with his position:
  • Bachelor’s degree in environmental science, Biology, Geography or closely related field.
  • Must possess one plus (1 years of related experience.
  • Willing to become certifiable as an Environmental Professional per ASTM E 1527-13 or work with a certified professional.
  • Grant writing and administration.
  • Knowledge of and experience with Geographic Information System.
  • Knowledge of and understanding of field collection of GPS and geospatial data.
  • Knowledge and understanding of Native American cultural issues.
  • Must be self-directed and be able to work independently and be an excellent problem solver.
  • Ability to travel for various professional responsibilities.
  • Must be at the level of intermediate to proficient in computer skills, including Microsoft Word, Excel and Access.
  • Ability to work well with community members and staff in a team-oriented environment.
  • Ability to work in and access physically challenging locations.
  • Must possess excellent interpersonal skills.
  • Basic knowledge and understanding of environmental issues within sovereign Tribal communities.
  • Strong interest and support for the department in the field of environmental studies and self-sustainable practices.
  • Ability to communicate effectively through written, oral, and non-verbal communication.
  • Ability to understand, gain knowledge, and appreciate the differences with the Native American culture and customs.
  • Successfully pass a background check, drug screen, and motor vehicle record check and be GSA certifiable.
PREFERRED QUALIFICATIONS
  • Coursework or certification in an environmental discipline preferred.
  • Possession of Drone pilot certification.
  • Knowledge of and familiarity with Native American culture, customs and language preferred.
  • Knowledge of basic federal and tribal labor laws preferred.

WORKING ENVIRONMENT
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
