Compensation: Classified Salary Schedule - Range U
Bargaining Unit: Classified, OSEA
FTE: 1.0 FTE - 8 hrs per day
NW REGIONAL ESD'S MISSION STATEMENT: In partnership with the communities we serve, Northwest Regional ESD improves student learning by providing equitable access to high quality services and support.GENERAL DESCRIPTION:The NW Parenting Education Program Specialist manages all activities of NW Parenting, the
regional Parenting Education Hub, as well as coordinates parenting support activities funded
through NW Early Learning Hub. This position convenes partners, leads planning, development
and reporting of parenting education and support activities; oversees and supports local
contracted parenting education coordinators; independently makes decisions and takes action
on emerging and urgent parenting education and support initiatives; fosters constant
communication between funders, stakeholders and community partners; coordinates
subcontracts and agreements related to parenting education and supports, and ensures the
Parenting Hub meets all deliverables assigned by funders.
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Bachelor’s Degree in education or related field; or a minimum of two years of successful
program management experience; or any combination of education and work experience
that provides the necessary skills, knowledge and ability to perform the essential
functions of the job.
2. Three years of experience in parenting education, family and parent/child relationships,
social services, public health, home visiting and/or a related field
3. Valid driver’s license
4. Personal vehicle for travel throughout the geographic area of assignment
KNOWLEDGE, SKILLS, and ABILITIES:1. Ability to work flexible hours, including evenings and weekends, as may be required
2. Extensive knowledge of current and emerging trends in early learning, parenting
education, and parenting supports.
3. Proficient in the use of computer and internet based applications, including but not
limited to email, internet software, Google Suites, and word processing (MS Word).
4. Ability to work autonomously with minimum supervision, communicate clearly, and
prioritize and manage multiple projects.
5. Ability to network, provide excellent customer service, and build strong client
relationships with early childhood partners, community based organizations, school
districts, and community partners.
6. Must possess excellent written, verbal, facilitation and presentation skills
ESSENTIAL FUNCTIONS: include the following. Performs some or all of the following tasks. Otherduties may be assigned. The duties listed below are not inclusive but characteristic of thetype and level of work assigned for this position.A. Develop, coordinate, and implement parenting education and parenting supports
programming in Clatsop, Columbia, and Tillamook counties, in collaboration with early
childhood partners, community based organizations, school districts, and community
partners.
B. Coordinate local Parenting Education Coordinators through implementation of
subcontracts with local partners in each county; develop & implement regional structure
to provide support, training, feedback & evaluation of local parenting education
coordinators.
C. Engage regional team of parenting education coordinators in long term planning, data
analysis, and continuous improvement.
D. Assist administrator with grant and budget oversight related to NW Parenting Hub to
support programming and reporting.
E. Be an active participant in the Oregon Parenting Education Collaborative (OPEC) and
attend regular meetings.
F. Use data analysis and strategic planning to assess community parenting education and
parenting support needs, and select and provide technical assistance in implementing
initiatives in alignment with that plan.
G. Initiate new partnerships to expand access to parenting education and support, and
provide collaboration, coordination, and leadership support to regional early learning and
community support partners.
H. Maintain records as appropriate to the NW Parenting Hub program.
I. Work collaboratively and communicate effectively with staff and customers at all
organizational levels.
J. Develop/Coordinate community-driven projects in support of program goals, such as the Clatsop and Columbia Resilience Campaign with the Trauma Informed Networks.
K. Perform other duties as assigned.
