Northern CA Power Agency is Hiring a Manager, State & Federal Legislative Affairs Near Roseville, CA

This position works closely with members of the NCPA Legislative and Regulatory Affairs Committee to proactively advocate before Congress and the State Legislature to advance NCPA's state and federal policy priorities, and includes responsibilities to assure effective representation by:

Educating policymakers about key energy, tax, federal power, environmental, wildfire, and other issues and the related implications for NCPA and its member communities and districts.

Developing white papers for use in advocacy efforts, and provide regular updates and analysis of legislative issues for NCPA's Legislative and Regulatory Affairs Committee to support position development and member engagement.

Maintaining stakeholder and coalition relationships with partner organizations.

Working closely with and overseeing NCPA's outside Sacramento and Washington, DC-based lobbying firms to assure strong representation of the agency on key issues impacting public power systems and the electricity sector.

Coordinating with and overseeing the NCPA staff who are conducting the agency’s day-to-day policy-focused external communications and member programs which include policy-related conferences, advocacy events, and other NCPA member lobbying functions.

This position reports directly to NCPA’s Assistant General Manager for Legislative and Regulatory Affairs.

RESPONSIBILITIES AND ESSENTIAL DUTIES

RESPONSIBILITIES:

Develop and implement proactive strategies to ensure effective legislative representation and maintain the agency’s longstanding reputation as a trusted policy leader in the electricity sector.

Work closely with NCPA members to identify and advance the agency’s strategic priorities and conduct policymaker outreach.

Analyze proposed state and federal energy and environmental legislation for its effects on NCPA, its member utilities/communities, and physical assets.

Lobby before Congress and the State Legislature on policy issues of importance to NCPA and its members.

Manage lobbying activities of NCPA's outside Sacramento and Washington, DC-based lobbyists to assure the pro-active advancement of the agency’s state and federal policy priorities.

Work closely with external stakeholders and coalitions to develop consensus and broad support to achieve shared legislative objectives.

Direct and engage in the preparation of written communications, including legislative testimony, position papers, letters, newsletters, meeting agendas, press releases, and member communications.

Make regular and timely presentations to NCPA members regarding legislative developments of importance to the agency.

Manage the planning and organizing of NCPA member grassroots lobbying events —including securing policy speakers for conference programs, the scheduling of advocacy meetings, and planning of NCPA member briefings in advance of lobbying events. Direct the activities of NCPA’s outside lobbying and event-planning consultants to support and implement these regular member advocacy functions.

Coordinate and direct the activities of NCPA’s internal staff responsible for 1) Supporting state legislative advocacy; 2) The successful execution of policy-focused member meetings, conferences, and other functions, and; 2) External communications to support agency-wide priorities.

ESSENTIAL DUTIES:

This position requires that the incumbent reports for work on time and maintains satisfactory attendance per Agency policy; Ensures work responsibilities are covered when absent; Arrives at meetings and appointments on time; Performs special assignments for the Assistant General Manager for Legislative and Regulatory Affairs or others as assigned. Ability to travel periodically as needed within and sometimes out of state. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

MINIMUM QUALIFICATIONS

Experience with federal legislative and regulatory processes and policies is required. Strong writing and verbal presentation skills and related experience are essential and non-negotiable. The Manager, State, and Federal Legislative Affairs position is based out of NCPA's Roseville, California office, and travel to Washington, DC, and regionally throughout the West will be required.

Candidates with qualifications for the following two job classifications, Level III or Level IV, will be considered for this role.

LEVEL III EDUCATION AND/OR EXPERIENCE:

This level requires a Bachelor’s degree or equivalent in Political Science, Public Policy, or a related field and a minimum of three (3) years of experience performing the fundamental responsibilities relevant to this position with limited direction. An equivalent combination of education, experience, and training may be substituted for years of experience. A Master’s degree in a related field is desired but not required.

LEVEL IV EDUCATION AND/OR EXPERIENCE:

This level requires a Bachelor’s degree or equivalent in Political Science, Public Policy, or a related field and a minimum of six (6) years of experience performing the fundamental responsibilities relevant to this position with limited direction. An equivalent combination of education, experience, and training may be substituted for years of experience. A Master’s degree in a related field is desired but not required.

KNOWLEDGE AND ABILITIES

KNOWLEDGE:

Knowledge of legislative and regulatory processes and advocacy.

ABILITIES:

Ability to think strategically and proactively, work well in a team environment, and maintain a strong focus on member service will be important in this role; Ability to speak clearly and persuasively in positive or negative situations; Listen and get clarification; Respond well to questions; Demonstrate group presentation skills; Participate in meetings and effectively anticipate questions and interests of others in the discussion; Strong meeting management skills to support legislative advocacy and ability to function as a spokesperson in meetings; Organize and prioritize work, manage time and diverse responsibilities, and meet deadlines via self-directed project management; Ability to problem-solve by quickly assessing issues and opportunities at hand and using sound judgment to determine the appropriate course(s) of action; Ability to effectively and fluently convey information and ideas effectively in writing is absolutely essential and non-negotiable.

SPECIAL REQUIREMENTS

Valid California Driver's License and insurance.

Level III in this position will not include supervisory responsibilities, although it does require regular oversight/management of outside consulting firms to support work objectives in this position. 

Level IV would include increased responsibility related to the oversight, direction, coaching, or training of other staff within the department.

WORK ENVIRONMENT

The noise level in the work environment is usually moderate.

The position requires some overnight travel, including travel by plane and automobile.

NCPA currently has a part-time telework program in place for eligible employees.
