North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customer’s mission. Job Description

Essential Duties

- Participate in the development and maintenance of high-level strategic project objectives, requirements, scope, schedule, and budget, integrating plans from multiple participating institutions including Sandia National Laboratory (SNL), Los Alamos National Laboratory (LANL), Pacific Northwest National Laboratory, DOE, NNSS, and other partners as directed by the NNSA.

- Provide historical perspective of projects and advice team members in the execution of work scope with a focus on defining, developing, and executing complex experiments which involve hardware design, fabrication, testing, qualification, and deployment in remote environments.

- Participate in using systems engineering and project management principles to a complex $200M technical project in a graded manner to balance resources with identified risk.

- Collaborate with teams of scientists, engineers, designers, technicians, coordinators, and procurement personnel to achieve long-range project goals.

- Communicate project status regularly to management.

- Maintain and ensure quality standards for deliverables.

- Participate in improving processes and implementing changes to increase efficiencies within the organization.

- Perform other duties as assigned.

Essential Skills, Knowledge and Abilities

- Ability to maintain a U.S. DOE Q level security clearance which requires U.S. Citizenship.

- Master’s degree in mechanical engineering or related area, or the equivalent combination of education and previous relevant experience.

- Extensive experience and knowledge in project management of highly complex, technical projects (especially R&D) of high visibility including organizing, managing, and tracking scope, schedule, and budget and assessing and managing project risk. Experience planning and tracking budgets including knowledge of financial systems.

- Expert knowledge of processes involved in hardware design, fabrication, testing, qualification, and deployment.

- Substantial experience in formal engineering design review processes.

- Extensive experience developing and implementing creative solutions to a diverse range of complex problems and leading corrective actions where necessary.

-Ability to effectively mentor and assist a multi-disciplinary project team of engineers, scientists, designers, technicians, and coordinators across multiple institutions.

- Extensive experience interacting and cooperating with all levels of management.

- Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, influence, and advise senior management and/or external sponsors, including policy makers, external customers/sponsors, and a broader community of experts.

- Experience interfacing with external customers or industrial partners.

- Demonstrated ability to interact effectively in an interdisciplinary team of scientists, as well as independently.

- Ability to travel.

Desired Essential Skills, Knowledge, and Abilities

- Certification as a Project Management Professional.

- Knowledge of LLNL financial systems.

- Experience establishing integrated safety management via work control processes at LLNL and the NNSS.
