Supervise all activities directed toward completion of projects for which the Director has assigned responsibility.

Supervise, direct, and trains Project Administrators. Work closely with Consultants and Contractors working on assigned projects.
Prepare and submit, according to procedures, authorities, Request for Proposals, project manuals, contract documents, status reports, close-out documents and all other project related paperwork consistent with sound engineering/project management practices.
Examine project manuals, specifications, drawings, cost estimates, bidding, negotiations, schedule of values and construction schedule and other related contract documents.
Oversee construction projects and other related projects, acting as the Borough’s project representative.
Understanding and carrying out project goals, schedules and budgets.
Monitor project funds; perform contracting and purchasing in accordance with North Slope Borough Municipal Code.
Support Director in all aspects of departmental functions.
Supervises, trains and coordinates the daily operations of staff.
Performs other duties as assigned.
Knowledge of North Slope Borough organization, operations, policies and procedures.
Knowledge of basic building principles and practices.
Knowledge of budgeting techniques and practices for efficient and cost effective management of resources.
Knowledge of the principles of project management and contract administration.
Skill in reading and evaluating blueprints and technical manuals.
Skill in leadership, coordinating staff, and delegating tasks and authority.
Skill in developing and administering a comprehensive budget.
Skill in contract negotiations.
Skill in using personal computers and a variety of software applications, including Microsoft Project, Excel and Word.
Skill in working under pressure of deadlines, and establishing and maintaining cooperative working relationships with department staff and other Borough employees.
Ability to establish and maintain effective working relations with co-workers, other Borough employees and representatives from other local, state and Federal agencies.
High school graduate or G.E.D/or, a combination of 12 years education or related work experience.
Four years of administrative or managerial experience in the construction/engineering industry;
Two years of work experience with Federal, State and Borough laws, regulations and procedures;
Valid Alaska driver's license that meets North Slope Borough insurance criteria;
Ability to obtain CSI (Construction Specification Institute) Construction Documents Technologist (CDT) certification within one year of hire (CIPM department only);
Ability to obtain CSI (Construction Specification Institute) Certified Construction Contract Administration (CCCA) certification within two years of hire (CIPM department only).
