EDUCATION AND EXPERIENCE :
Bachelors Degree
Three years of experience as a Special Education teacher, and/or Educational Diagnostician
Four years of experience preferred
CERTIFICATION :
Valid Texas Teaching Certificate in Special Education by the State Board for Educator Certification
High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.
PRIMARY PURPOSE SUMMARY :
Responsible for the development and supervision of special education services for secondary students which includes coordination of appraisal recommendations and instruction. Responsible for working cooperatively and communicating with teachers, teacher assistants, parents, students and administrators in order to develop and implement appropriate instructional programs for secondary students qualified to receive special education services.
ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES:
1. Monitors student achievement.
2. Reviews evaluation of student progress on a regular basis, has input in making decisions for improving effectiveness.
3. Addresses student achievement deficiencies by focusing resources and efforts to promote excellence.
4. Directs resources and efforts to address the most pressing student needs.
5. Assists teachers in designing student learning experiences.
6. Maintains a working knowledge of District curricula and instructional strategies.
7. Guides and participates in curriculum renewal responsive to student needs.
8. Works with staff to plan, implement and evaluate the curriculum on a systematic basis.
9. Develops and monitors Individual Education Plans to promote alignment of program activities with desired outcomes.
10. Analyzes outcomes and evaluates instructional and programs to recommend appropriate changes in designs, materials and implementation.
11. Encourages the development and piloting of new and innovative programs.
12. Facilitates the application of emerging technologies in the classroom.
13. Provides ample time, resources and materials to support staff in accomplishing instructional goals.
14. Communicates high expectations and regard for the individual in an enabling and non-threatening manner.
15. Anticipates, manages, and resolves conflict effectively.
16. Involves teachers as decision makers and actively seeks to enable them in that role.
17. Actively involves staff in planning and decision making as appropriate.
18. Attempts innovative and creative approaches to problem solving.
19. Instills high expectations for students based on a fundamental philosophy that all students can learn.
20. In cooperation with the staff, works to develop a set of achievable organizational goals and an action plan which will lead to the desired state of effectiveness.
21. Weighs risks involved in proposed program changes perceptively.
22. Encourages continuous renewal of curriculum, policies and methods.
23. Reviews traditional practices constructively and points the way to new nontraditional approaches.
24. Prepares, reviews and revises teacher assistant job descriptions outlining responsibilities as appropriate and necessary.
25. Identifies, conducts and encourages ongoing participation in in-service opportunities.
26. Evaluates the job performance of teacher assistants as needed.
27. Clearly communicates performance expectations.
28. Observes and identifies evidence of teacher assistant job performance.
29. Confers with teachers to provide performance feedback.
30. Works jointly with teacher and teacher assistant.
31. Matches staff members and job assignments effectively.
32. Interviews, recommends and orients new staff effectively.
33. Provides input for the identification, review and analysis of resource and equipment needs. 34. Complies with District policies and regulations as well as state and federal laws.
35. Maintains accurate inventory list of all SERS materials.
36. Maintains, updates and secures all special education files and SEMS data for individual students.
37. Assists with the development and design of the special education program with the overall master schedule.
38. Promotes positive student conduct.
39. Develops and communicates guidelines for student conduct.
40. Works with faculty and encourages student and parent input in developing and individual student behavior plan.
41. Effectively develops and communicates to students, staff and parents expectations for students behavior and the consequences of misconduct.
42. Available to coordinate in-service opportunities regarding classroom behavior management.
43. Monitors application of behavioral Individual Education Plans.
44. Effectively conducts conferences with parents, students and staff concerning student behavior.
45. Fosters collaborative educational efforts among members of total school community.
46. Emphasizes and nurtures two way communication between the District and community.
47. Responds to parent/community concerns in a timely manner. 48. Seeks support for District programs.
49. Communicates clearly the District's programs and needs to the parents and community.
50. Disseminates ideas and information to other professionals.
51. Conducts oneself in a professional, ethical manner in accordance with generally accepted community standards and Texas Education Agency (TEA) Code of Ethics.
52. Seeks and uses evaluative information to improve performance.
53. Seeks, accepts, and responds to evaluative feedback from supervisors, peers, and teachers.
54. Takes initiative to further develop appropriate professional skills.
55. Maintains contact with current research and practice.
56. Maintains confidentiality of information.
57. Reports to work on time every day.
58. Performs additional duties and accepts other responsibilities as may be assigned.
QUALIFICATION REQUIREMENTS:
• Understanding of all federal, state, and local requirements associated with special education
  • Knowledge of special needs of students in assigned area
  • Knowledge of Admission, Review, and Dismissal (ARD) committee process and Individual Education Plan (IEP) goal setting process and monitoring of implementation
  • General knowledge of curriculum and instruction and use of data to increase student achievement
  • Strong organizational, communication, public relations and interpersonal skills
  • Ability to maintain comprehensive documentation and records
  • Ability to lead, advise, implement, and monitor effective educational and behavioral programs for students with disabilities
  • Ability to define problems, collect data, establish facts, and draw valid conclusions
  • Valid Texas Drivers License with driving record that meets the requirements of the District
