EDUCATION AND EXPERIENCE :
Bachelors Degree in Special Education from an accredited college or university
Five years in Special Education campus or District leadership role or Mid-Management Certificate by the State Board for Educator Certification
CERTIFICATION :
Valid Texas Teaching Certificate by the State Board for Educator Certification
Valid Special Education Certificate by the State Board for Educator Certification
High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.
PRIMARY PURPOSE SUMMARY :
Responsible for the coordination of Special Education programs throughout the District to include: supporting, planning the facilitation Admission, Referral and Dismissal (ARD) meetings, supporting individualized education program (IEP) development and implementation, coordinating services and supports partial extended year services, delivering professional development, and demonstrating leadership in compliance with special education rules, policies and procedures. Serves as a resource to district and campus administrators, special education staff, teachers, students, parents, and community agencies.
IDEA B FORMULA FEDERAL FUNDED POSITION
The purpose of IDEA B is to provide special education and related services to children with disabilities ages 3 21. The regulations implementing IDEA B define the purpose of the act as a means to do the following:
  • Ensure that all students with disabilities have available a free, appropriate public education (FAPE) that includes special education and related services to meet their unique needs
  • Ensure that the rights of students with disabilities and of their parents are protected
  • Assist states and localities in providing for the education of all students with disabilities
  • Assess and ensure the effectiveness of efforts to educate those students
ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES:
1. Supports campuses as a resource for district and campus staff, parents, students, and community members in matters related to special education procedures, policies and rules.
2. Monitors student achievement by examining multiple data sources and collaborating with peers on the use of data to support instructional decisions and IEP progress and development.
3. Reviews teacher, campus, and district student data on a regular and systematic basis and provides input in decision making for instructional and program effectiveness in a standards based curriculum.
4. Identifies instructional needs and focuses resources and professional development to promote high expectations for student progress.
5. Anticipates, manages, and resolves conflict effectively and maintains a solution oriented focus.
6. Participates in and conducts needs assessments to identify resources and to make recommendations for resource allocations. Provides input for the analysis and identification of resource, facility and equipment needs.
7. Works to establish school and parent partnerships to support student academic and social emotional progress as identified in the IEP.
8. Assists campus administrators and teachers in using evidenced based practices and instructional planning and delivery.
9. Works with staff to analyze outcomes, evaluate curriculum and instruction and recommends appropriate revision in purpose, design, resources, and implementation.
10. Demonstrates sensitivity and fairness in dealing with people from diverse backgrounds.
11. Anticipates, manages, and resolves conflict effectively and maintains a solution oriented focus.
12. Maintains consistency in keeping supervisors and other staff informed on pertinent matters.
13. Assists in monitoring services and support and their delivery to ensure that implementation is resulting in the district’s provision of a free and appropriate public education for students with IEPs.
14. Ensures that staff is provided support and training so that the ARD process and IEP implementation is carried out in alignment with applicable state and federal guidelines.
15. Assists campus administrators by clearly communicating performance expectations for campus support of special education processes and procedures, including but not limited to, Child Find and the provision of a free and appropriate public education.
16. Confers with teachers to provide feedback and keeps principals informed of areas of need.
17. Assists campus administrator in developing plans for teacher and campus growth in special education services, supports and instruction.
18. Provides input for the analysis and identification of resource, facility and equipment needs.
19. Complies with District policies and regulations as well as state and federal laws.
20. Responds to requests in a timely and supportive manner.
21. Serves as a resource to district and campus staff, parents, students, and community members in matters related to special education procedures, policies and rules.
22. Conducts oneself in a professional and ethical manner in accordance with generally accepted community standards; complies with the Texas Education Agency (TEA) Code of Ethics.
23. Seeks, accepts, and responds to evaluative feedback.
24. Maintains confidentiality of information.
25. Reports to work on time every day.
QUALIFICATION REQUIREMENTS
• Knowledge of curriculum and instruction and developing and delivering professional development
  • Knowledge of Special Education law and its application in the school setting
  • Maintain a thorough working knowledge of local, state, and federal special education policy, rules, regulations and best practices
  • Maintains a working knowledge of the District's student discipline management program
  • Strong organizational and technological skills
  • Ability to establish and maintain effective working relationships with colleagues, principals, teachers, paraprofessionals, parents, other District employees, other school districts, outside organizations and the general public
  • Ability to use good judgment and discretion in sensitive, confidential issues and projects
  • Ability to interpret and apply policy, procedures and data
  • Ability to be a good listener
  • Ability to deal with multiple complex tasks simultaneously
  • Ability to maintain and exhibit a calm demeanor under stressful situations
  • Valid Texas Driver's License with driving record that meets the requirements of the District
