Salary Range: $58,000 – $72,000 annual salary with highly competitive retirement, health/dental/vision insurance, life insurance, and other benefits.

Work Schedule: Exempt position with 40-hour average work weeks.

Work Location: 410 E. Front Ave, Bismarck, ND. This position will require travel to cities across the state. Travel expenses will be paid by the NDLC.

About the Position: Are you interested in working in a fast-paced environment that makes a difference? The Community Technical Assistance Specialist will work collaboratively with city officials and staff across the state with the goal of providing financial technical assistance. Small communities need assistance meeting the demands of running a city and transition services during staff turnover. This position will provide these services on-site, virtual, or over the phone depending on their needs and the agreed upon scope of work. This position will also assist with the education and training programming provided by the NDLC.

Essential Functions and Responsibilities:

Operate a community technical assistance program that provides fiscal and transition services for North Dakota cities.

Provide direct on-site or remote accounting services to North Dakota cities.

Develop and implement standard operating procedures to assist cities in their day-to-day financial operations.

Develop and maintain project workplans and agreements.

Maintain current understanding of government regulations and policies.

Assist with NDLC education and training programs.

Essential Knowledge, Skills, and Abilities:

Knowledge of government procedures, policies, and rules.

Knowledge of North Dakota political sub-division operations, budgeting, and fiscal practices.

Proficient in QuickBooks and similar accounting software programs.

Capability to work effectively under time pressure and with minimum supervision.

Ability to communicate effectively verbally and in writing.

Ability to work well with representatives of state and local government as well as co-workers.

Possession of a valid class D driver's license or the ability to travel from one location to another within the state on your own.

Education and Experience: Bachelor’s degree from an accredited college or university in the field of accounting, organizational management, or equivalent experience preferred. 2-4 years of experience directly related to the duties and responsibilities specified.

Physical Requirements of the Job: The position consists primarily of sedentary office work. The work may require exerting of up to ten pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, pull, or otherwise move objects, including the human body. The ability to give and receive detailed information through written and oral communication is required.
