North Cascades Institute is Hiring an Operations Manager Near Diablo, WA

Job Description:


Summary of Position

NCI is seeking a qualified candidate to fill the role as the Operations Manager (OM), who is responsible for overseeing the daily operations based out of the Institute’s field campus in North Cascades National Park at the Institute’s Environmental Learning Center (ELC). The OM position requires a sharp operations mind and proven success in managing multiple departments for maximum productivity. This person is required to be highly skilled in facilities knowledge, finance, and customer service, and be able to develop and maintain an environment of trust, diversity, and inclusion within the operations team. The OM also collaborates with many staff, partners, volunteers, and requires a high degree of initiative, independence and professionalism. This position is required to live on site and is scheduled according to operational needs. The jobsite is a remote National Park which can experience snow-covered roads, avalanches, wildfire, smoke, wild animals, and flooding. This is a regular, full-time, position supervised by the Operations Director.

Responsibilities

Administration for Operations

  • Develops, implements and updates operations policies and procedures in compliance with legal regulations for worker safety.
  • Manages and complies with all applicable inspection requirements and schedules; ensures WISHA compliance and recordkeeping for ELC operations.
  • Trains staff and volunteers for safe, efficient use of facilities, tools, equipment, the rescue boat and vehicles.
  • Analyzes and improves organizational process and workflow.
  • Works closely with National Park Service and Seattle City Light to initiate and oversee major repairs and new construction.

Management and Supervision

  • Maintains communication with managers, staff, vendors and contractors to ensure proper operations.
  • As an exempt employee, this position serves as the primary on call supervisor for facility issues and responds at any hour. This position is required to be on site for overnight supervision as scheduled by the Operations Director.
  • Serves as an Incident Commander as scheduled by the Operations Director.
  • Hires, onboards, trains and supervises Maintenance Technicians, Housekeeping Staff and the Operations Coordinator.
  • Supervises, schedules and approves payroll for Supervisees.
  • Ensures that campus facilities are clean and in good operating condition for all incoming programs.
  • Ensures that staff housing units are in good operating condition. Collects rent in conjunction with the Operations Coordinator.
  • Maintains service logs and inventory.
  • Manages vendors and contractors.
  • Oversees the Maintenance Shop and Disposal Building and its operations.
  • Reports regularly to the Operations Director on operations, personnel, and coordination.
  • Supervises other staff as assigned or as required in the event of a vacancy.
  • Ensures that operational activities remain on time and within budget.

Budgeting

  • Oversees and approves the ordering of operations supplies as budgeted.
  • Conducts budget reviews and reports cost plans to their supervisor.
  • Routinely analyzes costs and variances of operations costs in relation to program needs, cost comparisons and supplier options. Initiates corrective actions.
  • Reviews and approves all operations invoices and ensures they are submitted for payment.
  • Manages the Learning Center’s portion of the Major Maintenance fund. Makes cost projections and compiles reports based on facilities needs and conditions.

Maintenance and Housekeeping

  • Performs routine maintenance, repair, and upgrades and or emergency repair on buildings, facility systems, grounds, tools, equipment, vehicles and rescue boat.
  • Respond to emergencies at any hour.
  • Performs routine housekeeping for accommodations, classrooms and offices.
  • Coordinates inspections and procedures for staff housing units.
  • Coordinates the pickup and delivery of facilities and housekeeping supplies to campus.

General

  • Drives Institute vehicles for operations related tasks.
  • Participates in general staff responsibilities such as staff meetings, hands to work, risk management, and hospitality.
  • Participates in strategic planning, inter-office communications and other duties as assigned by the Operations Director.

Experience and Skills:

Required Qualifications

  • Trade school experience (or equivalent) in operations management or related field AND/OR three years or more of proven success in an operations management role.
  • Two years or more of supervisory experience.
  • Two years or more of financial and account reporting experience.
  • Excellent ability to delegate responsibilities while maintaining organizational control of operations.
  • Ability to live on-site and as an exempt employee respond to emergencies after hours.
  • Ability to accommodate a varied work schedule.
  • Ability to work with diverse or underrepresented populations.
  • Ability to operate trucks and loaders with mounted snow plows or pushers in a safe and productive manner, or willingness to be trained.
  • Valid driver’s license and driving record check must have no more than one moving violation in the past three years, no DUI, reckless driving or serious moving violations, etc.
  • Strong IT skills, including computer skills and experience with spreadsheets, common software and Microsoft Office.
  • Final offers of employment are contingent upon the successful completion of a background check that may include employment history, national criminal background check, national sex offender registry search and a driving history check.

Additional Requirements

  • Current Wilderness First Responder (WFR) certification or higher level of certification, valid through the term of employment - successful applicants may attend a WFR course at the ELC at no cost.
  • Ability to operate a powerboat in a variety of weather conditions. Has a current Washington State Boaters education card, or ability to acquire after one month of employment.

Preferred

  • Experience managing a remote camp or similar facility.
  • Carpentry, electrical, HVAC and mechanical experience.
  • Has the skills required to operate in avalanche terrain.
  • Fluency in Spanish.
Job Benefits:

This is a regular, full-time, exempt position. The salary is $68,000- $70,000 annually, and final salary is commensurate with qualifications and experience. The job location for this position is at the Environmental Learning Center.

Benefits - We offer a competitive compensation package. Benefits include the following:

  • Sick Leave – 8 hours per month.
  • Vacation Leave – 10 days per year one. Positions with furloughs may accrue less than 10 days.
  • Holiday Leave – 12 days maximum per year.
  • Service Days – 2 days per year.
  • Other paid time-off such as family leave, pregnancy leave, bereavement leave, etc.
  • Medical/dental insurance, long and short-term disability insurance, tax-deferred annuity, and contribution retirement plan.

  • Yearly stipend to participate in Institute programs.
  • Wilderness First Responder Certification - a $700 value. Hosted by NCI, dates are TBD; cannot be transferred to other training sessions.

Benefits are prorated for employees working less than 40 hours per week.
