Essential Job Duties
The primary purpose of this position is to provide professional support and management of the Hazardous Building Materials Program throughout the University. Examples of such materials include but is not limited to: asbestos, polychlorinated biphenyls (PCBs), lead paint, and mercury. The individual is responsible for completing inspections and conducting surveys to ensure compliance with applicable regulatory standards and University requirements. The incumbent will provide technical support to architects, engineers, project and program managers, clients, coworkers, and other agencies. This position responsibilities include oversight and administration of hazardous building materials abatement projects.
Duties include:
Complete safety and compliance inspections of hazardous material abatement activities conducted by contractors, third party consultants and University employees. Assess adherence to applicable regulatory standards and University operating procedures. Complete or oversee/review third party hazardous building material surveys to ensure both accuracy and thoroughness.
Professional Knowledge
  • Oversees incorporation and implementation of university, local, State and Federal guidelines; stays current on trends in the industry; interprets and incorporates changes/updates to campus programs.
  • Develops EHS policies addressing remediation of hazardous building materials.
  • Develop and deliver training on HBM for NCSU customers.
  • Conducts/participates in process hazard reviews.
  • Requires proficient knowledge of hazardous building material risks and associated regulatory requirements. Must also possess knowledge of construction and demolition methodology, materials, and equipment.
Program Management and Administrative
  • Provide oversight to HBM program and abatement projects.
  • Coordinate abatement activities between NCSU project managers, third party contractors, third party consultants and university employees.
  • Analyzes and interprets analytical and workplace inspections data; provide direction for report preparation for areas of responsibility.
  • Conducts EHS assessments to determine impact and program effectiveness.
  • Coordinate project documentation and oversee regulatory reporting
    requirements.
Change Management
  • Actively engages with other professionals in the field to ensure programs align with industry best practices.
  • Utilizes significant technical expertise to serve as Subject Matter Expert.
  • Determine composition of corrective actions of existing programs; make decisions impacting the campus policy or procedure.
  • Ensure self-audits are performed, review for completeness.
  • Consults and negotiates with industry professionals to provide guidelines on EHS regulations and encourage/promote campus compliance.
Communication
  • Collaborates closely with campus partners to identify and implement process changes aimed at ensuring regulatory compliance through conducting in process hazard reviews.
  • Analyzes and identifies specialized EHS standards and educational resources requiring significant analysis to determine training materials and communication methods.
  • Communicate major investigation action, internal and external to the organization.
Other Responsibilities
  • This position provides support to the entire university community. The decisions and actions of the individual in this position affect the vulnerability to losses, citations, and monetary fines throughout the university.
  • Function fairly independently under the general guidance of the supervisor.
  • Identify resources needed to effectively accomplish safety and abatement goals of the university and make associated requests.
  • Requires ability to find effective solutions to address hazardous building materials concerns while ensuring regulatory compliance.
Qualifications
Minimum Education and Experience
  • Bachelor’s degree and two years of related experience; or Master’s Degree in a Physical Science, Biological Science, Environmental Science/Engineering, Occupational Safety, Industrial Technology or related discipline; or an equivalent combination of training and experience.
Other Required Qualifications
  • Knowledge of asbestos identification, building inspections, abatement to include removal and encapsulation, exposure control and disposal practices.
  • Knowledge of PCB identification, building inspections, abatement to include removal and encapsulation, exposure control and disposal practices.
  • Working knowledge of federal and state, environmental and safety regulations, codes, and best measures related to hazardous building materials management.
  • Knowledge of lead containing material abatement to include removal and stabilization, exposure control and disposal practices.
  • Demonstrated knowledge of design and construction practices, principles, and methodologies (through all phases of work), and general knowledge of construction trades.
  • Ability to write scope of scopes of work, and work plans for abatement and/or remediation projects.
  • Ability to write plans and final close our reports for submission to EPA.
Preferred Qualifications
  • Possess current 40-hour AHERA Asbestos Contractor Supervisor certification, possess AHERA Asbestos Inspector certification.
  • Experience working in an educational environment.
  • Ability to read and interpret plans specifications and blueprints.
  • Five (5) years Hazardous Building Materials Management experience.
Required License(s) or Certification(s)
  • Valid Drivers License required.
  • North Carolina Drivers License within 60 days of hire.
  • NC State Accredited Asbestos Inspector or ability to obtain within six months of hiring.
