HIRING SALARY RANGE: $54,991 – $60,000

Hiring salary will be determined based on education, experience, equity, budget, and market considerations.

Description of Duties:

The Budget Analyst position is responsible for the oversight and execution of the state, federal, and capital budgets, examining budgets and expenditures for compliance with applicable state budget rules, legislative intent, and federal and state laws. This position also evaluates programs, policies, and rule changes to determine the fiscal and program impact and to assure compliance with federal and state requirements. This position also identifies risk and adverse issues generated in budget and program activities, presents appropriate issues, and recommended solutions to management. Additionally, this position processes new salary related actions in Beacon and Integrated Budget Information System (IBIS) and determines the appropriate budget adjustments needed for approval. This includes working with departments for increased budget authority and working with the Office of State and Budget Management (OSBM) to determine the proper course of action to align with the laws that allow the adjustments. This position also coordinates with OSBM and Human Resources to add positions or adjust position salaries within the organization.

The work schedule for this position is Monday – Friday, 8:00 – 5:00. After the initial training period, this position will have remote work options and schedule flexibility.

General Duties:

  • Budget management and execution, requiring a thorough understanding of budget procedures, state and federal regulations, and operation policies to assist managers in reviewing and amending departmental budgets.
  • Creating budget analytics and conveying budget information to internal and external partners.
  • Reviewing and implementing OSC guidelines as part of month-end and year-end close.
  • Collaborate with departments regarding routine budget requests and questions.
  • Analyze budget reports, draft over budget notices, fund reconciliation notifications and ad-hoc reports for internal customers.
  • Perform procedures for journal entries, cash receipts, cash transfers, and budget revisions accurately and in a timely manner.
  • Maintain salary control for the organization within the Integrated Budget Information System (IBIS).
  • Review and approve all salary budget requests and maintain temporary budget balances for each department.

Knowledge, Skills, and Abilities:

  • Knowledge to perform a limited variety of recurring and related tasks/functions using steps/processes/applications that are readily understood.
  • Ability to identify, understand and determine the significance of issues, causes, problems, and opportunities and seek resolution for identified issues in a timely manner.
  • Ability to clearly communicate concise information to internal and external customers in a professional manner to adhere to the organization’s established protocol for customer service.
  • Ability to make determinations by following specific guidelines, standard operating procedures, laws, rules, and/or regulations.

Minimum Education and Experience:

Bachelor’s degree in public administration, business administration, accounting, or related discipline; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Preference will be given to candidates who have a bachelor’s degree in business administration or accounting; or an Associate’s degree in business administration or accounting and two years of experience; and to candidates who demonstrate the following:

  • Knowledge and application of OSHR policy and procedures.
  • Training in OSC Integrated HR Payroll System (Beacon).
  • Working knowledge of the North Carolina Accounting System (NCAS).
  • Working knowledge of Integrated Budget Information System (IBIS).

Vacation: SHRA employees earn from 14 days to 26 days per year based on years of state service (part-time employees are pro-rated). Leave is earned monthly.

Retirement: Required participation for all employees working 3/4 time or more. Option (1) Teachers’ and State Employees’ Retirement System (TSERS) requires 6% of gross salary. Employees are vested for retirement after 5 years. Option (2) The Optional Retirement Program (ORP) requires 6% of gross salary. Employees in ORP are vested after 5 years of participating in ORP. As a participant in either retirement program, you are automatically covered for short-term disability (eligible after 1 year of service/no cost), long term disability (eligible after 5 year of service/no cost). Death benefit of minimum $25,000/maximum $50,000 based on previous 12-month salary (eligible after 1 year of service/no cost).

Supplemental Retirement Plans: Supplemental retirement plans provide an additional opportunity to help you reach your retirement goals. Supplemental Plan offerings such as a 401(k), 403(b), or 457(b) on a Roth (after-tax) or pre-tax contributions from several different vendors.

Health Insurance: Employee only coverage under the State Health Plan (PPO) is provided to employees that work 30 or more hours a week. The cost is determined by the type of coverage elected by the employee. Dependent coverage is available by payroll deduction.

NC Flex Plan: Plan offers Health Care Flexible Spending, Dependent Day Care Flexible Spending, Dental Insurance, Vision Care Plan, Critical Illness, Cancer Insurance, Core Accidental Death & Dismemberment, Voluntary Accidental Death & Dismemberment Insurance, Accident, and Group Term Life. All plans are pre-tax basis / Cost varies depending on selections,

Voluntary Group Term Life Insurance: Securian (This is an after-tax plan and is portable)

Longevity: Payable to SHRA employees after 10 years of creditable state service (EHRA employees are not eligible).

Tuition Waiver: Three courses per academic year tuition free (at any of UNC 17 campuses that offer courses) for permanent full-time employees.

State Employees Credit Union: Membership welcomed. Contact the SECU Credit Union for information.

Community Service: 24 hours leave credited each calendar year (prorated for part-time) unless you choose the Mentoring/ tutoring option – 1 hour each week up to a max of 36 hours that schools are in session as documented by the elected board of the local education agency or the governing authority of any non-public school.

Facilities: Library & Gymnasium – other athletic facilities available at no cost to employees. Cafeteria on site.
