North Carolina Dept of Health and Human Services is Hiring a Principal - Whitaker PRTF Near Granville, NC

Description of Work

Whitaker Psychiatric Residential Treatment Facility (PRTF)
We are currently recruiting for a School Educator IV to function as a Lead Teacher/Principle for Whitaker Psychiatric Residential Treatment Facility (PRTF). The lead teacher/principal reports directly to the Director of Whitaker PRTF for onsite supervision and also the Assistant Superintendent of Schools for the Division of State Operated Healthcare Facilities.
Job responsibilities include the following (but are not limited to):
  • Direct supervision and support of five licensed teachers, including observation and performance appraisal.
  • Planning and oversight of education and exceptional children's services (including IEP development and implementation) and compliance with state and Federal laws and requirements.
  • Oversight of curriculum development, teacher professional development and licensure.
  • Leadership for the integration of technology into classroom practices.
  • Responsibility for requests for instructional materials and supplies and monitoring of expenditures and seeking approval by both the Whitaker Supervisor and Assistant Superintendent.
  • Oversight of student scheduling, record keeping and communication, including expertise in the use of electronic data bases.
  • Implementation of time and attendance policies and procedures and insurances of classroom coverage and service provision.
  • Collaboration with other supervisors, Whitaker Administrators and Management, DSOHF Assistant Superintendent and clinical team members to ensure that clinical and educational services are integrated, coordinated and complementary.
  • Ability to effectively communicate with direct reports and other disciplines, as well as management, to ensure positive outcomes and successful programming.
  • Ability to work cooperatively with a multi-disciplinary team, ensuring daily operations are effectively executed.
  • Some direct teaching when required for coverage or modeling of behavioral or instructional techniques.
  • Development of educational goals school improvement plans and providing leadership toward meeting them.
  • Administrative, recruitment, committee and other responsibilities within Whitaker. Working as a member of a clinical team as a Whitaker representative.
The school at Whitaker is an integral part of the treatment of the residents that live at Whitaker. The Whitaker PRTF program comprises a multi-disciplinary team of approximately 70 staff. The school is a component that works closely with these other disciplines, including clinical and residential, to provide therapeutic educational services, clinical groups, and extracurricular activities for the adolescent population that Whitaker serves.
This is a full-time position and eligible for the full State benefits package including health insurance and retirement. The normal work hours are Monday - Friday, 8:00 a.m. - 5:00 p.m.; however, flexibility is required to meet hospital needs. Whitaker is a mandatory operation during adverse weather, which will be discussed in detail during the interview process. The principal will belong to a coverage team and will be required to be at the facility during an adverse weather event when that team is up.

Whitaker PRTF, located in Butner, NC is a secure, non-acute treatment program for males and females ages 13-17. Whitaker’s mission is to provide comprehensive, evidenced-based services to North Carolina youth, who have emotional and behavioral challenges and need secure residential care. The vision of Whitaker PRTF is to be a model facility using evidenced-based interventions, education and community interactions to provide quality clinical and behavioral care in the safest environment. Our goal is to coordinate with community-based resources so that the youth can return to successful, productive lives in their home communities. Knowledge, Skills and Abilities / Competencies

Qualified candidates must document on the application that they clearly possess all of the following:
  • Valid North Carolina Licensure or certification as a School Administrator-Principal
  • Valid North Carolina teaching license in an area of Exceptional Children's education
  • Valid NC driver's license
  • Effective communication skills with students, parents, hospital staff, and school and community contacts
  • Experience and expertise in the provision of services to Exceptional Children, including relevant placement laws and regulations as well as the psychology and education of Exceptional Children Ability to communicate well and work with a large, multidisciplinary group of people in an effective and collegial manner.
  • Competency in using computers for communication, report-writing, file storage and accessing databases (including CECAS, NCEE, Powerschools, etc.)
  • Ability to communicate well and work with a large, multidisciplinary group of people in an effective and collegial manner
ADA Physical Requirements will be discussed with the applicant during the interview process but includes some physical activity when traveling to patient care units and to meetings within the facility and may include periods of standing when teaching a class. There may be occasions when driving is required during the work day to travel to WHITAKER-annex departments (such as Staff Development), DHHS offices, DPI sites or sister hospitals for training and other meetings. Minimum Education and Experience Requirements

Bachelor's degree or above in Teaching Area with or eligible to receive a license level of one of the following: Bachelor's, Master's, Advanced, Doctorate. Must be Highly qualified for EC, Elementary or Core Area.
