Description of Work

Unleash your potential and make an impact! The Department of Commerce, NC Innovation Council is currently accepting applications for the NC Innovation Council (NCIC) Program Manager I.

This is a part-time EPA position (30 hours per week)
withState Benefits, including health insurance, as well as retirement.

This position is exempt from the State Human Resources Act (EPA) per NCGS
126-5.
**Salary Grade: NC20**
***Recruitment Range: $65,876.00 - $75,000.00***
The NCIC Program Manager I is an administrative position responsible for directing, planning, and coordinating all activities of the NC Innovation Council. This position serves as Executive Director of the Council with overall responsibility for the encouraging participation in the regulatory sandbox and for staffing, administration and execution of the decisions and orders of the NC Innovation Council according to the NC General Statutes Chapter 169-4.
Duties include but not limited to:
  • Facilitating operations of the Council, including management of budgetary and financial responsibilities as necessary.
  • Planning and coordinating activities with State agencies and units.
  • Facilitating and documenting the flow of sandbox applications.
  • Communicating with sandbox participants and NC Council members.
  • Organizing and facilitating the NC Innovation Council meetings and decisions and preparing reports upon request of the Council.
  • Ensuring compliance with open meetings requirements, including preparation and keeping of minutes of all Council meetings and preparing and publishing required notices for all meetings.
  • Responding to telephone, email, and mailed inquiries relating to the Innovation Council from members of the public, sandbox applicants, media outlets, elected officials, and other governmental agencies, including responding to public records requests.
  • Serving as the Administrative Rules Coordinator for the Council, preparing and revising administrative rules and coordinating and conducting the periodic review and administrative rules readoption process.
  • Serving as Legislative and Ethics Liaison for the Council before the State Ethics Commission.
  • Conducting special projects as directed by the Council.
  • Representing the NC Innovation Council before the public, the legislature, and other entities to communicate the mission of the Council and generate interest in the regulatory sandbox, and developing materials that encourage participation including management of the Council website and other methods of information delivery.

About N.C.G.S 169-4
The purpose of the Innovation Council is to support innovation, investment, and job creation within North Carolina by encouraging participation in the regulatory sandbox. The Council is empowered to set standards, principles, guidelines, and policy priorities for the types of innovations that the regulatory sandbox program will support. The Council shall be responsible for admission into the regulatory sandbox program and for assigning selected participants to the applicable State agency. Read more about the N.C.G.S 169-4 here.

Knowledge, Skills and Abilities / Competencies

  • Considerable knowledge of human resources, purchasing, budget and accounting practices and procedures as related to innovation, startup communities, new product offerings, and entrepreneurship.
  • Considerable operational and policy knowledge related to of statutes, rules, and policies that are relevant to Council functions.
  • Skill in managing a staff of professional and support positions to achieve program goals.
  • Skill in program analysis and evaluation.
  • Ability to select, train, and supervise employees engaged in specific program or operational area.
  • Ability to develop and maintain effective working relationships with associates, other State officials and the general public.

Minimum Education and Experience Requirements

Bachelor's degree from an appropriately accredited institution and three (3) years of program experience related to the area of assignment, including one year of supervisory program experience; or an equivalent combination of training and experience.
