Nooksack Indian Tribe is Hiring a Water Department Director Near Deming, WA

JOB SUMMARY :

The Water Department Director is responsible for meeting the water needs of the Nooksack Tribal Community by implementing and ensuring adherence to the department policies and procedures while maintaining compliance with relevant Nooksack Title, and local, state, and federal law and regulations. The position entails overall leadership and management of department operations, encompassing water system services, community relations, environmental compliance, engineering, finance, contracting, personnel management, field and office operations, customer service, and other functions. Additionally, the role includes attending and providing policy advice at Nooksack Tribal Council meetings, as well as coordinating department objectives with other NIT government departments, city, county, state, and other agency representatives, along with department consulting engineers, contractors, legal counsel, financial advisors, and other contracted advisors.

Major Tasks and Responsibilities:

  • Directs the Projects and Water Department staff to ensure compliance with Tribal, Federal, and State regulations and policies.
  • Ensures high level of quality services are provided to the Tribal community.
  • Provides and/or delegates day-to-day supervision of department staff.
  • Establishes and maintains appropriate systems for measuring performance of program staff and program functions.
  • Attends Nooksack Tribal Council work session and General Council Meetings as requested to provide information, reports and policy advice to the Nooksack Tribal Council; prepares Annual Department Budget and Capital Improvement Plans.
  • Develops, implements, and recommends updates to policies and procedures for the management and operation of the utility within assigned areas.
  • Exercises initiative and independent judgment in managing material, financial and personnel resources.
  • Develops administrative and program policies, contractual agreements, and prepares budgets for approval by the General Manager and Council.
  • Directs and oversees development efforts to create short term and long-term initiatives for the Department to achieve the goals and objectives.
  • Ensures subordinate staff adheres to Tribal Administration, Personnel Policies and procedures in conducting day to day operation activities.
  • Provides direction, supervision, and oversight for all personnel actions within the department including: recruitment, hiring, retention of skilled staff, training and development, and performance evaluations are performed.
  • Establishes and maintains effective working relationships with staff, departments, community and representatives of Tribal, federal, state, local, and other agencies to address issues relevant to Water system projects.
  • Manages the Department’s capital improvement program, and other functions.
  • Responsible for the overall operation and maintenance of Department infrastructure.
  • Develops positive, productive, employee relations, and guides overall personnel-related

activities.

  • Establishes effective professional relations with federal, state and local government agencies,

other Departments, industry associations, and the public.

  • Directs department related emergency services in coordination with Department staff; reports emergencies/overflows to appropriate departments/agencies.

Ensures the integrity of the department safety program by routinely reviewing various aspects of the program and ensures compliance with Department policies and relevant laws and regulations. Directly engages in internal safety committee meetings, and periodically performs safety inspections to confirm program compliance.

  • Resolves major administrative and operation problems and provides guidance and leadership to department personnel.
  • Completes continuing education-related assignments, and serves as a resource to staff on projects

and day-to-day activities.

Performs other duties as required or assigned.

OTHER DUTIES:

Because of the Tribe's commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.

Indian Preference Policy applies to this and all positions with the Nooksack Indian Tribe.

MINIMUM QUALIFICATIONS:

The following qualifications are required for the incumbent to have, in order to be considered for the position.

REQUIRED EDUCATION, EXPERIENCE, AND TRAINING:

  • Bachelor’s or post-graduate degree in Business or Public Administration, Engineering, or related field

AND

10 years progressively responsible supervision or management of a water and/or sewer Department or public utility, with contracting and elected body-related experience.

REQUIRED SKILLS/KNOWLEDGE/ABILITIES POSITION:

  • Ability to determine and prioritize major water system projects.
  • Skill and ability to create and deliver effective presentations to Nooksack Tribal Council and membership.
  • Ability to apply and interpret Department policies and procedures.
  • Ability to make decisions concerning work assignments, staffing priorities, objectives and operational procedures.
  • Ability to establish and maintain strong, positive, effective working relations with Nooksack Tribal Council, General Manager, other NIT departments, federal and state agencies/officials, customers, contractors, appointed committees and the public.
  • Strong, effective verbal and written communication skills.
  • Ability to work tactfully and courteously with the public, consultant, employees, Nooksack Tribal Council and other outside agencies.
  • Strong working skill with various applicable computer hardware and software programs.
  • Ability to maintain professional composure while work under tight deadlines.
  • Ability to make sound judgments; take initiative; be flexible; and be detail-oriented.
  • Knowledge and experience in preparing and controlling budgets and other management type functions.
  • Must possess good communication skills (writing, spelling, listening, and speaking).
  • Must have follow-through and ability to complete tasks or ensure tasks assigned to others are completed on time and within budget.
  • Proficiency in computer applications (word, excel, database)
  • Excellent interpersonal skills in the areas of creative problem-solving, conflict resolution, group planning and decision-making processes.
  • Ability to maintain a high level of professionalism and ethics at all times
  • Advanced knowledge of government funded grant and contract reporting and management.
  • Ability to prepare and deliver clear, concise, timely, and persuasive reports, both orally and in writing.
  • Ability to simultaneously manage multiple priorities.
  • Ability to establish and maintain effective working relationships.
  • Ability to comply with tribal laws and administrative policies.
  • Strong knowledge of water/wastewater and sewer system planning, design, construction operation management, production, treatment and delivery.
  • Knowledge of utility financing, rate structures and administrative practices.
  • Knowledge of Federal, state, and local regulations, laws and ordinances pertaining to water development, water quality, and related environmental controls and regulations.

    REQUIRED CONDITIONS OF EMPLOYMENT:

    • Must pass alcohol/drug test at time of hire and throughout employment.
    • Must pass criminal background check at time of hire and periodically thereafter.

      REQUIRED LICENSES OR CERTIFICATIONS:

      • Experience and training sufficient to obtain a Group II Wastewater Operator Certification and Water Distribution Director II Certification in the State of Washington within one year of employment.
      • Must have and maintain throughout employment a valid Washington State Driver’s License and meet the insurability requirements of the Tribe. (Must Provide Driving Abstract at time of hire).

        PHYSICAL REQUIREMENTS ( The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.):

        • The standard work week is 8:30-5:00 Monday through Friday (occasionally may have to work evenings)
        • While performing the duties of this job, the employee is regularly required to sit for long periods and frequently required to talk and listen.
        • Sitting for extended periods while at a desk or in meetings.
        • Manual dexterity to operate a keyboard, calculator, and telephone system
        • Ability to lift up to 20 pounds without assistance occasionally.
        • Typical office setting with environmentally controlled conditions.
        • Read, write, speak and understand English
        • Ability to listen, understands customers, and has the ability to translate rules, regulations, and policies to clients so they understand the issues/problems.
        • Operate in mentally and physically stressful situations with composure.
        • May have to walk/drive between office locations under a variety of conditions.
        • Must be able to bend, reach, kneel, twist, and grip from assigned work areas.
