Responsibilities

Program Overview:

Noblis is positioned to provide technology and operational solutions to senior decision makers in the Department of Homeland Security (DHS) in the Science and Technology (S&T) Directorate. The DHS S&T Directorate is the primary research and development arm of DHS and manages science and technology research, from development through transition, for the Department's operational components and first responders. Established by Congress to provide innovative solutions to the nation's homeland security challenges, S&T is the core source of scientific and engineering expertise for DHS and is uniquely postured to enhance our nation's security and resilience by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise (HSE). At Noblis and Noblis ESI, we have excellent teams of smart, collaborative, proactive experts and professionals. We are actively seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of the Department of Homeland Security (DHS) Science and Technology Directorate (S&T)

Responsibilities:

The Senior Analyst will provide programmatic and analytical support to the Office of University Programs (OUP) within the Department of Homeland Security’s (DHS) Science & Technology Directorate (S&T). OUP is where the country’s brilliant minds come together to address homeland security challenges through academia. OUP is a forward-thinking division that supports DHS Components by identifying emerging trends, undertaking ground-breaking research through the DHS Centers of Excellence (COE) university consortia, and developing the current and future Homeland Security science and engineering workforce through Workforce and Professional Development Initiatives and collaborations with partners through the Minority Serving Institutions (MSIs) Program. OUP has a particularly high profile, with oversight from Congress and the White House Office of Management and Budget (OMB).

The successful candidate will provide direct assistance to OUP government Program Managers on all aspects of portfolio, program, and project management of COEs and other OUP-funded performers throughout program and project lifecycles: from conducting market research to identify potential new topic areas for COE development, to managing competitions, to starting up a center, to monitoring and ensuring progress as a COE matures, and finally to assisting in tech transfer and commercialization. This position will directly engage with and impact the broad array of OUP’s programs and projects across the spectrum of OUP’s research areas. OUP invests in cutting-edge research in areas such as borders and immigration, analytical tools, explosives-related threats, criminal networks, coastal resiliency, critical infrastructure, biological threats and global supply chains, maritime security, and terrorism/counterterrorism.

The successful candidate will work as part of a multidisciplinary team of high-performance professionals supporting OUP as it addresses vexing technical and technological challenges, and developing solutions to counter current, emerging, and future homeland security threats. You will contribute to the evaluation, analysis, and development of recommended solutions and will resolve complex problems. Programmatic support will include assisting in the management and coordination of strategic programs and their subordinate projects. While oversight authority remains inherently governmental, the Senior Analyst advises on strategic direction and directs programmatic execution. The successful candidate will be self-motivated, operate well in a matrixed environment, be able to learn, digest, and provide guidance on a broad spectrum of subjects, and be able to apply project management principles and methods to develop specialized solutions.

Role functions may include: 

  • Performing portfolio, program, project planning and control including tracking technical and fiscal performance, schedules, and government assigned action items; creating funding and budget documents; preparing project plans and milestones, status reports, and monitoring the execution of the tasks for quality and against planned timelines.
  • Monitoring project performance and reviewing deliverables to ensure technical, programmatic, and financial goals and objectives are met and identify possible program risks.
  • Maintaining and monitoring program budgets to include gathering and reviewing monthly reporting information from project/program performers and developing budget execution plans.
  • Developing and administering grants, to include tasks such as: assembling acquisition documents for purchase request packages; development of solicitation materials such as statements of work and independent cost estimates, administration of source selection reviews, and assessing technical solutions.
  • Conducting market research and composing meaningful, comprehensive market research reports.
  • Assisting in communication with stakeholders and other government service providers.
  • Providing input and assistance in preparing project briefs, composing project reports and documents, and other project related materials.
  • Organizing, directing, and coordinating planning and production of all activities associated with assigned task order projects.
  • Performing routine tasks including, but not limited to, scheduling, writing internal memos, maintaining and updating Program Management records, filing, intranet website maintenance, preparing and reviewing presentations, records maintenance, and coordinating daily operations of the assigned program.
  • Assisting with planning technology transitions to the respective operational customer.
  • Attending meetings, workshops, conferences, and program reviews at the direction of the program or project manager to provide programmatic and technical review, record meeting minutes, and contribute to the program management dialogue with performers.
  • Aiding in managing and responding to program-aligned S&T Executive Secretary data calls, compiling information, and preparing information for reporting to senior leadership.
  • Conduct market research, analyze trends and develop reports. 

Required Qualifications

  • Either a Bachelor’s degree and 10 years of experience or a Master’s degree and 5 years of experience or PhD 3 years of experience.
  • Applicants selected must be eligible for a SECRET clearance.
  • Applicants selected must be eligible to receive DHS Suitability.

  • Expertise in portfolio, program, and project managemnt and demonstrated proficiency providing program management and analytical support on research and development contracts.
  • Experience monitoring project development performance and reviewing deliverables to ensure technical, programmatic, and financial goals and objectives are met and identify possible program risks.
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
  • Comprehensive familiarity with the acquisition and procurement process to include understanding different assisted acquisitions and contract types, grants/ cooperative agreements and their purposes and potential uses.
  • Capable of quickly familiarizing oneself with programmatic policies, procedures, processes, and mission needs to assist with the execution of tasks.
  • Experience in business process engineering
  • Experience developing and evaluating metrics which tie to project, program, portfolio, and organization success.
  • Experience providing direct or consultant support to major programs or offices which required evaluation, analysis, and development of recommended solutions.
  • Experience working with University or Academic Institution Centers of Excellence.
  • Project Management Professional certification, Agile ScrumMaster/Project Owner certification, or demonstrated experience in program management.
  • Experience providing consistent and clear communication with program managers and leadership.
  • Excellent communication, collaboration, and presentation skills. Proven results-oriented problem solving abilities. Experience with presentation graphics and/or spreadsheet tools.
  • Experience supporting DoD and/or DHS components (e.g., TSA, CBP, FPS, NPPD, DNDO/CWMD, USCG, ICE).
  • Demonstrated strong technical writing skills, targeting both technical and non-technical audiences.
  • Proficiency with Microsoft Office (especially PowerPoint, Excel, and Project).
  • Experience with market research tools such as Quid. 
  • Candidates with a Secret (Top Secret/SCI) clearance and DHS Suitability are strongly preferred.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

USD $90,300.00 - USD $158,000.00 /Yr.
