Noblis is Hiring a Policy and Strategy Analyst SME Near Bethesda, MD

Responsibilities

Develops, inspects, mines, transforms, and models data to raise productivity, improve decision making, and gain competitive advantage. Conducts quantitative and qualitative analysis on data and information to ensure correct predictive forecasting or classification. Manages all aspects of end-to-end data processing utilizing customized report building functions of systems. Maintains analytical systems, verifies the accuracy of the data, and acts as liaison with business. 

Noblis is seeking an experienced Policy and Strategy Analyst for our client’s operational requirement on a mission focused program within a challenging, dynamic setting located in Bethesda, MD.

Job Responsibilities: 

  • Performing formalized annual study planning
  • Executing individual studies which includes developing Terms of Reference, collecting, normalizing, and preparing data, analyzing quantitative and qualitative data, forming well-supported alternatives to support senior-level decisions, writing long-form narrative reports and executive-level briefings.

Required Qualifications

  • Must posses and active TS/SCI with CI Polygraph
  • Bachelor’s degree and 12 years of prior relevant experience; OR, Master’s degree and 10 years of prior relevant experience.
  • Experience with the planning and conducting formal studies.
  • Experience with gathering normalizing and analyzing qualitative and quantitative data required.
  • Experience designing, administering, analyzing surveys, and request for information.
  • Knowledge of statistical methods and analytic software toolsets such as Excel and Tableau required.
  • Knowledge of/experience with the analytic methods used by the Intelligence Community.
  • Experience in designing executive-level decision analytics, papers, and studies.
  • Solid writing skills required.

Minimum Salary

USD $151,700.00/Yr.

Maximum Salary

USD $265,500.00/Yr.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
