Position Summary:

The Project Manager’s primary responsibility will be to oversee the daily operations of the Official Mail Center’s (OMC) mail screening and delivery all official mail, as well as supervising and handling all personnel matters for all employees who are employed in the Columbus, AFB contract. The Project Manager will be responsible for contract compliance as well as all federal and regulations including AbilityOne requirements.

The Project Manager reports to the Program Manager, Administrative Service. Must pass a Security Clearance.

Essential Job Functions and Responsibilities:

  • This position will ensure that customer issues are addressed and the management, direction, planning, training, and other functions necessary for an effective mail and distribution service operation are performed based on the statement of work.
  • Act as a liaison to the designated Contract Officer Representative[HP1] on a daily basis.
  • Ensures all employees perform assigned duties to meet all contract requirements, including, but not limited to, receiving, processing, distributing, and dispatching all official mail/parcels for all base-supported units. All mail shall be secure at all times.
  • Check mail for damages and annotate date of receipt on all parcels.
  • Develop log or tracking system (manual or automated) to monitor accountable mail processing
  • Be able to document all system operations information, daily/weekly/machine cleaning and maintenance conducted.
  • Responsible for submitting monthly logs.
  • Prepares and posts work schedules to ensure employees begin/end duty assignments on time. Adjusts schedules and obtains back up coverage as needed.
  • Provides training which may include visual, written and/or oral instructions or a combination thereof.
  • Conduct interviews & assist with candidate selection for open positions.
  • Assigns duties, monitor work for accuracy, timeliness, and conformance to policies and procedures.
  • Provides feedback to the Program Manager on all personnel, performance and/or operational matters.
  • Assist Activity Distribution Office (ADO) to prepare forms in duplicate for each type of mail or shipment of out-going accountable mail that enters the UPSP mail stream.
  • Notify ADO’s of accountable mail/parcels to be picked up at the OMC, if items cannot be delivered.
  • Ensure all accountable mail is received and signed for by authorized personnel.
  • Maintain various Air Force Mail forms and update as needed.
  • Notify Official Mail Manager when postage meter needs additional funds.
  • Prepare 'Spoiled' postage meter error reports.
  • Ensure only official government correspondence is distributed through OMC.
  • Identify and return all unauthorized mail or correspondence; prepare discrepancy letter/notices.
  • Receive and process all interagency administrative communications, categorically addressed. letters, box and small parcels brought directly to mail center/customer window.
  • Provide customer service for receptacles, receiving outgoing parcels and packages, providing fax and copy services.
  • Provide customer service, which includes answering phone, written, and, operating customer window service for parcel and oversized mail pickup.
  • Resolve all customer complaints within two duty days.
  • Maintain inventory of the key following the PWS guidelines.
  • This position is responsible for ensuring sufficient USPS supplies are on hand for OMC.
  • Complete all training required.
  • Manages the Columbus, AFB contract budget under the supervision of the Program Manager.
  • Other duties as assigned.
  • Must maintain a good attendance record.

Qualifications:

  • Must possess a cooperative, welcoming business-like demeanor, and a positive attitude at all times.
  • Must be able to fluently communicate and write in English.
  • Must pass drug screen, Nobis Enterprises background check and national security clearance.
  • Eligibility to work in the United States.

Education:

  • Bachelor’s Degree (Business) and 5 years of government mailroom experience, OR a high school diploma with 10 years government mailroom experience

Prior Experience Desirable:

  • Five years’ experience in an office/mailroom, and/or inventory control setting and/or customer service.
  • Have Automated Military Postal System (AMPS) Dispatching and Nesting Training

  • Ability to meet contract office requirement standards and prescribed deadlines.
  • Ability to tell when something is wrong or is likely to go wrong. Recognizing there is a problem.

Equipment

  • Demonstrated knowledge of Microsoft Office, Word Excel and PowerPoint applications. Also, Microsoft Outlook and Windows XP.
  • Working knowledge of telephones, copy and fax machines and mail metering equipment.

Mental Effort:

  • Ability to think clearly and multitask.

Physical Requirements:

  • Have full range of mobility in upper and lower body.
  • Be able to reach overhead.
  • Be able to work in various positions, including, but not limited to, stooping, standing, bending over, sitting, kneeling and squatting for extended periods of time.
  • Be able to handle, lift, pull and push materials and equipment to complete assigned job tasks.
  • Be able to handle mail bags, mail hampers, and packages often weighing up to 50 pounds.
  • Good hand dexterity. Ability to make precisely coordinated movements of the fingers of one or both hands to grasp, manipulate, or assemble small objects.
  • Good eyesight.

Visual Effort:

  • Well-lit office environment requiring average amount of visual effort.
  • Ability to see details at close range (within a few feet).

Safety:

  • Follows all prescribed safety regulations to diminish accidents.
  • Understanding of OSHA safety requirements.
  • Knowledge of evacuation procedures and the whereabouts of exits and fire extinguishers.
  • Immediately report circumstances you consider may present a hazard to yourself and others.
  • Report any accident whether minor or major.

Security

  • Must abide by all security regulations of the facility.
  • Must obtain and wear a photo ID.
