Noaa National Oceanic & Atmospheric Administration is Hiring an Administrative Management Specialist. Near Ketchikan, AK

Duties
As an Administrative Management Specialist, you will perform the following duties:
  • Serve as administrative Point Of Contact (POC) for the wage mariners staffing National Oceanic and Atmospheric Administration's (NOAA) fleet of research vessels. Exercise responsibility and judgement as an independent specialist for planning, coordinating, and performing duties in support of the NOAA fleet and relief crew.
  • Provide planning and customer service in order to effectively manage relief mariners scheduling, and projecting staffing needs to adequately and safely staff the NOAA fleet.
  • Serve as a Training Coordinator/POC for wage mariners. Research training options to identify cost effective training methods. Provide administrative support to the relief crew of the NOAA fleet.
NOTE: These duties are described at the full performance level of the ZA-3, the ZA-2 is developmental leading to such performance.
RequirementsConditions of Employment
This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.The ZA-2 is equivalent to the GS- 9/10.
The ZA-3 is equivalent to the GS- 11/12.
Salary ranges will vary based on the location:Ketchikan, AK: (ZA-2): $55,378-$96,969 (ZA-3): $81,956-$127,698
Honolulu, HI: (ZA-2): $51,110-$89,496 (ZA-3): $75,640-$117,856
Gulfport, MS (RUS): (ZA-2): $49,025-$85,844 (ZA-3): $72,553-$113,047
Newport, OR (RUS): (ZA-2): 49,025-$85,844 (ZA-3): $72,553-$113,047
Newport, RI: (ZA-2): $55,383-$96,977 (ZA-3): $81,963-$127,707

EDUCATION: There is no positive education requirement for this position.
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To Qualify At The ZA-2 Or GS-09 Level:SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-07 in the Federal service. Specialized experience MUST include all of the following:
  • Assisting in office operations such as pay, leave, timekeeping, and travel.
ORSUBSTITUTION OF EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
ORCOMBINATION OF EDUCATION AND EXPERIENCE: A combination of graduate level education and specialized experience.
To Qualify At The ZA-3 Or GS-11 Level:SPECIALIZED EXPERIENCE: Applicants must possess one full year(52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
  • Conducting administrative tasks such as pay, leave, timekeeping, and travel;
  • Planning and managing staff scheduling and projecting customer needs; and
  • Providing assistance in identifying and coordinating training programs.
ORSUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
ORCOMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience equivalent to that described above. Note: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for the GS-11.
