ABOUT THE ROLE

• The Program Manager (PM) designs, plans, and coordinates work teams.
• Provides technical support to project team members.
• Handles complex application features and technical designs. Designs and implements the components required for complex application features.
• Generally manages a group of applications systems analysts.
• Relies on experience and judgment to plan and accomplish goals. Usually reports to a senior manager.

Skills:

• Individuals possess multiple years of experience and are extremely competent and will typically hold advanced education degrees or certifications such as a Microsoft Certified Programmer Certified Business Analyst Professional (CBAP) or Project Manager Professional (PMP).
• These advanced degrees and certifications may substitute, at the sole discretion of the State, for experience at this skill set level, and for this skill set level only.
• They have worked on multiple critical projects; have demonstrated the judgment to plan and accomplish goals; perform a variety of complicated tasks, and may lead and direct the work of others.
• This expert may report directly to Director or CIO level management; a wide degree of creativity and latitude is expected.

• Involvement in prior medium to large-scale data conversions
• Demonstrated ability to elicit, document and understand business and technical requirements
• Experience preparing data flow diagrams, system architecture mapping, business process flow documentation
• Demonstrated strong communication skills across technical teams and business stakeholders
• Proficient understanding of the software development lifecycle and related methodologies
• Experience in testing systems against test cases and technical specifications, analyzing and documenting results
• Experience in preparing test cases and technical specifications
• Proficient in the use of MS Office, MS Project, MS Visio, Jira (or equivalent)
• Demonstrated ability to facilitate productive meetings with technical teams and business stakeholders
• Working knowledge using SQL. Involvement in milestone/stage gate sign off and approval, ensuring technical and business readiness
• Experience partnering with vendor project teams and managing relationships
