Prepares, develops, implements, and monitors Rail Operations capital budgets to ensure that spending limits are met.
Coordinates the review, submission, and approval of capital project budgets, requisitions, change orders, and funding realignments of Rail capital projects.
Ensures the accuracy of data charged to funded Rail programs through payroll, inventory, purchase orders, and direct financial entries, and initiates corrective action to validate data.
Provides quantitative and qualitative analysis by different measures, i.e., trend analysis, ratios, extrapolation, percentages, inflation, and other standards of performance to adequately support Rail's capital program and budgets.
Provides Rail related capital project data for the preparation of the Federal Transit Administration (FTA) quarterly reports.

KNOWLEDGE & SKILLS REQUIRED:

Bachelor's Degree in Finance, Accounting, Business Administration, related area or equivalent
Three (3) years experience in the development, preparation, implementation, and financial control of Capital Projects.
Strong background working with financial management systems.
Experience with financial reporting.
PC skills with proficient in Excel and Access required.
Strong verbal and written communication skills required.
