Director of Procurement

The NJ TRANSIT Procurement & Logistics Department is constantly leaning into our vision to cultivate an inclusive best-in-class organization of responsible stewards that employ strategic, efficient, and transparent processes to fairly source and manage goods, equipment, and services, thereby propelling NJ TRANSIT in its mission.

This higher-level managerial procurement position supervises procurement managers and professionals, and leads and executes high value, strategic or otherwise complex procurements under the general direction of Procurement & Logistics Department executives. The person in this position directs a team of procurement professionals and is self-directed, able to work strategically across the agency, will foster an environment of inclusive collegiality, and must be able to interact professionally with executive leadership and the Board of Directors. This person also participates in the management of the department. This position reports to a procurement Senior Director.

Roles and Responsibilities

Director of Procurement

Solicitation & Contract Management

  • Manages a team of procurement professionals in the execution of a sector of procurement projects (such as Capital, Professional Services, IT, Direct Materials/MRO/Spares), to manage solicitations and contracts.
  • Assign, plan, oversee, review, and execute all procurements within their sector. Directors manage procurements through:
  • Generation and reviews of solicitations (Requests for Proposals (RFPs) and Invitations for Bids (IFBs)) creation.
  • Tracking of procurements through the Board process to contract award.
  • The Director will be expected to be available to respond to Board Meeting questions on their procurements, procurement strategies, and contracts.
  • Coordination of contract approval and execution.
  • All other tasks and documentation of the procurement process.
  • Manage contracts and associated change through the life cycle of the contract.
  • The Director must understand the regulatory and statutory basis for all procurements with their purview and assure that all solicitations and contract management are conducted in accordance with all agencies, FTA and State statutes, regulations, and policies.
  • Systems of Record
  • The Director ensures that all work is properly executed within the established Systems of Record, or, where manual processes are employed, properly maintains documents in conformance with document control policies.
  • Champions the use of current systems and the development and deployment of new systems.
  • Training
  • The Director is a champion of training and professional development for their team.
  • Assures that team members are current with all required training and have Development Plans, Goals, and Rated Accomplishments
  • Leadership
  • Optimizes the workload and assignments of the team and Department to efficiently support the procurement needs of NJ TRANSIT.
  • Expands category expertise horizontally or vertically in procurement and encourages the development of team members expertise.
  • Manages team members including coaching, mentoring, advising, career development, and succession planning.
  • Reviews, corrects, and provides feedback on the work of the team or work performed under Director’s direction by other contributors.
  • Collaborates with and advises colleagues on a regular basis to continuously improve the Procurement & Logistics Department.
  • Provides advice to the leadership of the Procurement & Logistics Department as a member of the Procurement & Logistics Management Team.

Other Responsibilities

  • Plans, assigns, tracks, reports on team activities with the end result being professional, transparent, efficient execution of duties.
  • Cultivates relationships with customers and client departments on their procurements with the objective of developing category and sector strategies that reduce procurement cycle time, reduce cost to procure, and meet the needs of NJ TRANSIT in a timely manner.
  • Ensure deliverables and timelines are met.
  • Considers and promotes strategic solutions to create efficiencies and greatest value for NJTRANSIT and promotes DBE considerations in such Strategies.
  • Works on special projects assigned by the Senior Director.
  • Performs other duties as assigned by Procurement Leadership.

This Position Supervises

  • Contract Specialist, Sr. Contract Specialist, Lead Contract Specialist, Manager

Education, Experience, and Qualifications

  • Bachelor’s degree and 15 years of related experience.
  • An additional 10 years of experience may stand in for the degree requirement for candidates that demonstrate a track record of performing at a high level in similar roles, with 5 years of management experience.
  • A Master's degree may be allowed to replace 5 years of experience.
  • Master's degree, Professional License, or Certification preferred.
  • The degree(s) must be in Business, Public Administration, Law, Engineering, Economics,

IT or related experience.

  • Demonstrated experience managing a team of procurement professionals.
  • 2 years of experience in each of the procurement categories identified for this position if applicable.
  • Government sector experience preferred.

Knowledge and Skills

Technology Must be able to work proficiently in the following Systems of Record: ECMS, Microsoft Office Suite (Outlook, Access Databases, Excel Spreadsheets, Word, PowerPoint, Project, Teams), Adobe, Oracle ERP, Kronos, Bid Express, and other systems in use or under development. Systems may change over time.

Communication

  • Must be able to perform active listening and have excellent written and verbal communication skills required.
  • Must be able to plan, develop, and deliver executive and board level presentations.

Leadership

  • A demonstrated track record of interacting with executive leadership and managing other professionals is required.
  • A demonstrated track record of developing and implementing strategic solutions that advance the interests of the enterprise.

Procurement

  • Must be able to use KPIs to optimize processes and organizations.
  • Must have experience with scheduling and cost analysis for complex projects.
  • Must have experience with Strategic Sourcing and Supplier Relationship Management.
  • Must be proficient in Contract Writing and Negotiations.
  • Must understand the regulatory and statutory basis for public procurements.
