Summary:

The Assistant Superintendent for Secondary Education position is responsible for supervising, evaluating, and supporting six secondary principals. Supervises on an ongoing basis the district’s educational philosophy, goals, and objectives into active terms that directly benefit each school. Assists the superintendent in providing leadership in developing, achieving, and maintaining the best possible educational programs services for each school. Supervises operations for Newton Community Education, Career and Technical Education, METCO, field trips, and the China exchange program; chairs the districtwide Safety Committee and supports new administrators. Serves as a key member of the central administration team. Serves in the absence of the Superintendent as the Chief Executive Officer of the District.

Qualifications:

Education, Training and Experience:
Doctorate degree (PhD) in education required; ten years of progressively responsible experience in public school administration and management. Preferred experience shall include teaching experience plus five or more years of successful leadership experience at school and/or district level as a principal, department head or director; or any equivalent combination of education, training and experience which provides the required knowledge, ability, and skills.
 
Special Requirements:
Massachusetts Driver’s License
Massachusetts Department of Education Licensure as a Superintendent/Assistant Superintendent
 
Knowledge, Ability and Skill:
Knowledge: Thorough knowledge of the philosophies, principles, practices, and procedures of public-school administration. Practical knowledge of administrative, managerial, and supervisory practices and techniques. Thorough knowledge of the organization and current operations of the school district. Thorough knowledge of federal, state, and local laws, rules and regulations governing school districts in Massachusetts. Thorough knowledge of the operations of local government including taxation and other sources of revenue. Considerable knowledge of the current literature, trends, and developments in the field of computer operations and instructional technology. Thorough knowledge and skill in seeking grants.
 
Understanding of educational practices, research, and national/state/local initiatives, including Student Opportunities Act, Time and Learning, and MCAS; and ability to frame issues for discussion, reach timely decisions and implement change.
 
Ability: Ability to record and deliver information, to explain procedures, to follow oral and written instructions. Ability to develop long-term goals and objectives. Ability to make administrative decisions in accordance with laws, ordinances, regulations and school system policies and procedures. Ability to organize workflow and coordinate activities. Ability to make oral presentations before large or small audiences. Ability to research data and to compile narratives or reports from information gathered.
 
Skill: Skill in all the above listed tools and equipment. Excellent planning and organizational skills. Skill in facilities management of municipal school buildings. Working on a diverse team. Translating data from district to principals, staff and public in support of student achievement and development.
 
 
 
 

Essential Job Duties and Responsibilities (Not Limited To):

Supervises, evaluates, and supports four middle, and two high school principals, METCO Director, Community Education Director, Career and Technical Education Director; provides support to all Newton Public Schools.
 
Supervises Newton Community Education, Career and Technical Education, METCO, field trips, and the China exchange program.
 
Ensures that the principals respond to the initiatives of the assistant superintendent for student services.
 
Keeps abreast of regulations and laws of the implementation of special education so that he/she may properly represent the system effectively in legal proceedings and matters of compliance.
 
Ensures the implementation of federal and state mandates.
 
Sets standards of excellence and provides leadership in program development across the district for performance in each of the following areas: community education, METCO program, Career and Technical Education, and all 22 schools. Establishes standards, expectations, and accountability systems.
 
Coordinates the services with the needs of each school as articulated by principals in each student services discipline including determining appropriate deployment of itinerant staff.
 
Listens and solves problems for staff, parents, and children.
 
Supports the principals to develop effective teams: teacher assisted teams and special education evaluation teams.
 
Serves as an effective member of the superintendent’s senior management team; prepares documents and data, attends and participates in Newton School Committee meetings as needed.
 
Develops appropriate policies and programs for effective management of student discipline.
 
Collaborates with the School’s Business, Finance, and Planning Department to keep a firm account of monthly expenses, including salaries, tuitions, and transportation. Also works with Business, Finance, and Planning to establish a fiscally responsible budget each year.
 
Works in partnership with the Human Resources Department to ensure schools are in compliance with the personnel requirements of the Student Opportunities Act as well as other laws and regulations administered by the Massachusetts Department of Education.
 
Collaborates with city and school officials to coordinate crises response protocol.
 
Works in partnership with the assistant superintendent of teaching and learning on an integrated professional development plan for faculty and staff.
 
Works with the grants management office and the business, finance, and planning office to ensure that the proper procedures are intact and followed so that pupil services may apply and receive any available grants.
 
Supervises and evaluates support personnel.
 
Publishes Newton Public Schools Student’s Rights and Responsibilities Handbook; and collaborates on the Annual Report and budget book.
 
Convenes and chairs city-wide committees.
 
Writes a variety of reports.
 
Works with School Committee on policy issues.
 
Performs special projects as assigned by the superintendent.
 
Attends conferences, seminars, and other professional meetings for on-going and updated professional development.
 
Reads journals, bulletins and other periodicals related to public education.
 
Active as a member in professional organization in which membership is held.
 
Performs similar or related work as required.
 
Supervision:
Responsibility: Performs varied and highly complex responsible work requiring the exercise of significant leadership, independent judgment, and initiative in the planning, supervision, and execution of department services to meet the district’s needs. Planning and coordination regularly require responsibility for multiple, concurrent major projects. Coordinates activities/resources of several departments/functions, including major research projects. 
 
Supervision Received: Works under the administrative direction of the superintendent of schools, independently formulating decisions regarding policies, procedures, operations, and department plans, and assuming responsibility for department results. 
 
Supervision Scope: Has supervisory responsibility for approximately 35 employees reporting directly. Hires staff, provides daily direction, reviews employees’ performance, and counsels and disciplines staff consistent with school policies. Oversees all district employees in the superintendent’s absence.

Work is generally performed under typical school department office conditions. May be required to work outside of normal business hours and attend frequent evening meetings. Incumbent is required to attend numerous meetings with various city and school boards and committees.
 
Makes frequent and direct contact with local, county, state, regional and federal agencies and officials, the media, community leaders, municipal employees and department heads, local civic and special interest groups, and the public. Contacts are in person, by telephone, in writing and via internet. Contacts require considerable persuasiveness, resourcefulness, discretion, and negotiating skills to influence the decisions and behavior of other parties. Contacts involve attendance at meetings and conferences. 
 
Has access to an extensive amount of highly confidential information relating to the Newton Public Schools, the disclosure of which may cause serious repercussions. Confidential information may include, but is not limited to, student information, legal cases, contract development, personnel records, information about families, etc.
 
Errors in judgment could have continuing adverse effect on the district’s ability to deliver services, result in loss of municipal revenues, have far-reaching legal and financial ramifications, and cause significant adverse public relations.
 
Physical Requirements:
Operates MAC and PC-based computer systems, components, and other standard office equipment such as telephone, facsimile machine, and copier.
