New York Power Authority is Hiring a Regional Manager & SVP Near Gilboa, NY

The Regional Manager Generation provides overall leadership and direction of Operations – Generation at one of the NYPA Generation Facilities (Niagara, St. Lawrence, SENY or Blenheim-Gilboa), including Finance, Maintenance, Labor/Human Resources, Safety, Security, etc.

Responsibilities

  • Understand, communicate, execute tasks (e.g. provide input, review, coordinate, etc.), and/or implement specific elements of the New York Power Authority’s (NYPA’s) Asset Management System as defined in Business Unit Policies and Procedures. Provide leadership, motivation and collaboration which are critical for successful asset management and NERC Reliability Standards Compliance.
  • Oversight of outage scheduling for the respective Generation facility
  • Responsible for the maintenance of the respective generation system facilities to include planning, budgeting, accounting, maintenance, database, training, technology, benchmarking, and regulatory compliance.
  • Responsible for compliance with environmental rules, regulations, laws and strategic plan targets at the respective Generation station.
  • Responsible for compliance with all internal and external (such as DOSH) safety rules, regulations, laws and strategic targets at the respective Generation facility
  • Develop and maintain a fair and equitable relationship with the bargaining unit to ensure the availability of an effective workforce pursuant to the bargaining unit agreement.
  • Participate in negotiations, grievance processing, contract administration and labor management committees with a keen awareness of the impact regional decision have on the other sites that administer the same contract.
  • Be a key driver of change management activities including partnering with colleagues in effectively changing the culture, instilling a sense of empowerment, accountability and ownership within their own group and others they may work with consistently maintaining high standards for performance.

  • Develop section and/or capital budgets; monitor and forecast expenditures; recommend purchases of equipment; solicit and evaluate bids
  • Manage employees in a highly technical utilities section to include: prioritize and assign work; conduct performance evaluations; ensure staff are trained; and make hiring, termination and disciplinary recommendations
  • This position has the potential to have a direct role in emergency preparedness, incident management or response and as such will require training in the National Incident Management System (NIMS).

Knowledge, Skills and Abilities

  • Extensive knowledge of system operations, maintenance, energy management system applications, financial management and budgeting concepts, state and regional planning and operating criteria, and compliance monitoring and enforcement rules.
  • Ability to understand complex generation engineering projects and applications
  • Substantial knowledge of NYPA's transmission, substation and generation facilities.
  • Thorough understanding of NYISO tariff and market rules as well as NYSRC and NPCC Reliability Rules.
  • Complete knowledge of deregulation and industry restructuring initiatives at both the State and Federal levels.
  • Excellent written and verbal communication skills. Must be able to give comprehensive presentations at technical conferences and NYPA Trustee meetings, represent NYPA interests in public forums at the highest Committee levels, and provide expert testimony on system operation, planning, reliability and related generation matters before Federal and State regulators.
  • Must possess a high level of “common sense”, the ability to prioritize work across all maintenance areas of the Generation facility, an ability to delegate comprehensive technical problems to the appropriate manager/staff for resolution, and a willingness to make policy and strategic decisions in a rapidly changing industry environment.
  • Exceptional planning skills and ability to lead managers and staff in the development of a comprehensive strategic plan including performance measures for the Generation station.
  • Capable of administrating multiple complex projects, setting project priorities, and establishing deadlines.
  • Strong leadership and negotiations skills; ability to represent NYPA Generation policy positions and influence decision-making while participating as NYPA's representative on the highest-level industry and market participant committees.
  • Strong managerial skills and a demonstrated ability to manage and motivate a large technical staff that deals continually with complex engineering and operational matters.
  • Must demonstrate the highest integrity and set an example for Generation staff in dealing with day-to-day internal and external business matters.
  • Ability to embrace complex, technical challenges and have the strategic and team skills to work closely with senior colleagues to drive the business forward collectively.
  • Capable of questioning intelligently, debating constructively, challenging rigorously and deciding dispassionately.

Education, Experience and Certifications

  • Bachelor's degree in Engineering, Construction Management or a related technical disicipline.
  • Master's degree in Business Administration, preferred.
  • Minimum 15 years utility experience with working knowledge of utility system operations and planning, utility engineering and construction practices related to transmission, substation and generation assets,
  • Minimum 10 years of management experience in a union environment.
  • P.E. license, preferred.

Physical Requirements

  • Sedentary, desk position; phone work, views computer screens and inputs data, prolonged sitting with some walking.
  • Willingness to travel approximately 15-25%.

New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The target salary range for this position is: $219,450 - $275,000. Salary offered will be determined based the successful candidates’ relevant experience, knowledge, skills, and abilities.
