The State of New Hampshire, Department of Health and Human Services, Division of Behavioral Health has a full time vacancy for Administrator III.
SUMMARY:
To develop and administer goals and objectives for the mental health community services system by planning, developing, implementing and sustaining long term policies and operational strategies for a comprehensive, integrated, and evidence-based system that strengthens the community support network, focuses on recovery, psychiatric rehabilitation and is driven by data and positive health outcomes. Works across the division for behavioral health to ensure the mental health services system integrates with other systems at the policy and practice level, and archives the goals outlined in the divisions strategic plan and the 10-year mental health plan.
RESPONSIBILITIES:
Provides oversight of all functions and operations for the adult mental health system and serves as liaison with all community partners related to the implementation and sustainment of related programs such as NH Rapid Response, Critical Time Intervention, Assertive Community Treatment, Designated Receiving Facilities, Housing Bridge Subsidy Program, Transitional Housing, etc.
Initiates and maintains collaboration with other DHHS units to implement an integrated system of effective policies, best practices, qualified workforces, and evaluation/improvement methodologies.
Acts as an external representative of DHHS before legislative committees, professional organizations, the media, other agencies or interest groups and represents DHHS through participation is statewide initiatives.
Evaluates the adult mental health system for effectiveness and proper allocation of agency and program resources in the formulation and implementation of budgets for related programs, grants, and operations; reviews and analyzes periodic statistical and narrative reports; consults with program and finance staff to effectively manage funds and implements required fiscal and programmatic changes.
Assesses impacts, directs auditing and corrective action implementation for the adult mental health system, implements policy and process changes that ensure efficient and effective operations and execution of programs and services.
Administers and evaluates the implementation/delivery of services against complex contracts terms and grant requirements to ensure that programs/community partners are efficiently and effectively meeting the terms.
Oversees the development of requests for proposals, applications, and information to meet the needs of DHHS/federal funding priorities and other grants and analyzes and approves applications for grant funds to support adult mental health services and programs.
Coordinates efforts to conduct contract compliance, performance measurement, quality assurance, and outcome monitoring and reporting for the adult mental health system; develops and implements changes to improve results.
Responsible for supervising professional employees and completing timely performance evaluations. Effectively prioritizes, assigns, and monitors work to assigned staff to ensure completion within specified timeframe. Ensures that BMHS staff are effectively working with other DHHS units as needed and serves as a member of the Bureau management team.
MINIMUM QUALIFICATIONS:
Education: Master's degree from a recognized college or university with major study in Health or Business Administration, Social Work, Psychology, or a Human Services field.
Experience: Seven years' experience in program development and planning, social work, psychology, or human services, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation or related management experience.
OR
Education: Bachelor's degree from a recognized college or university with major study in Health or Business Administration, Social Work, Psychology, or a Human Services field.
Experience: Eight years' experience in program development and planning, social work, psychology, or human services, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation or related management experience.
License/Certification: Possession of a valid New Hampshire drivers' license and/or have access to transportation for statewide travel.
Preferred Qualifications: Experience in leading or managing mental health programs desired.
