New Braunfels, City of (TX) is Hiring a Capital Projects Specialist Near New, TX

Under general direction, the Capital Project Specialist is responsible for preparing, updating and administering project status, comprehensive and yearly reports, assembling contract documents, assembling and interpreting financial information and performing professional work as part of a project team preparing and disseminating information to citizens, businesses, and City officials on upcoming or current capital improvement projects.The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
 
  • Reviews and maintains financial documentation related to all capital improvement projects.
  • Conducts research, gathers information, and maintains an efficient system of immediately available data.
  • Directly manages small to midsize capital projects, as directed.
  • Prepares new contracts for design and construction in direct coordination with Purchasing.
  • Serves as a liaison for citizens, businesses, and construction company representatives to inform and facilitate solutions to problems
  • Attends all project-related meetings such as pre-bid, pre-construction and design team meetings.
  • Provides support for capital projects to include, but not limited to, tracking and monitoring budgets, expenditures, and schedules.
  • Plans and prepares press releases and public service announcements.
  • Visits construction sites on a regular basis to monitor project progress.
  • Reviews contracts and construction schedules as they relate to phasing and the progress of the project.
  • Prepares detailed written reports and project updates and presentations on a regular basis.
  • Compiles and maintains project information and data, including current project status and construction design.
  • Researches and recommends solutions to project related issues.
  • Coordinates with the Engineering Division, Public Works Department, and other city departments and agencies on projects and agreements.
  • Attends community meetings held during and after regular work hours.
  • Provides easily accessible information for use by the City Manager, City Council, Department Staff or other interested parties through the use of appropriate electronic resources.
  • Performs other duties as assigned and/or required.
Education and Experience:
Bachelor’s Degree from an accredited institution in Construction Management, Engineering, Architecture, Accounting or a related field, and one (1) year of capital projects or construction-related experience; OR an equivalent combination of education and experience.
 
Required Licenses or Certifications:
  • Must possess a valid Texas Driver’s License.
Required Knowledge of:
  • Project controls or construction tracking
  • Construction procedures, techniques, and terminology.
  • Architectural/Engineering design.
  • Various mediums used to dispense information to the public.
  • Public relations techniques and procedures.

Required Skill in:
  • Communicating clearly and effectively, both verbally and in writing.
  • Planning, preparing, and conducting presentations to large and small groups.
  • Negotiating solutions to sensitive problems.
  • Establishing and maintaining effective working relationships with City staff and the general public.
  • Use of Microsoft Office Suites.
 
Preferred Skill in:
  • Utilization of GIS and Civic Plus.
  • Project tracking and management software, such as Procore
  • Microsoft Project or similar scheduling software.
 
Physical Demands / Work Environment:
  • Work is performed in an office environment; is subject to sitting, standing, bending and reaching for extended periods of time; and must be able to safely pull, push, lift and carry items weighing up to forty (40) pounds.
  • Field work performed outdoors in all weather conditions to observe site conditions and construction is required.
  • May be required to work immediately before, during or after an emergency or disaster.
