About Protection & Prevention

Grand Forks County Human Service Zone works to protect children, youth, adults, and elders by providing services and advocacy while promoting family stability, respecting diversity, and working to create and strengthen connections to community resources. We work to prevent abuse by providing education, resources, and support to parents, families, and community organizations. GFCHSZ is seeking committed, passionate Case Managers to serve our Child Welfare Services clients.

Foster Care Case Managers are specific for children 0-18 and can also case manage youth 18-21. It is important that the Case Manager has a clear understanding of child/youth development, the impact of child abuse and neglect on both children/youth and their families, and how to support transition-age youth in securing permanency. You should also understand court processes and appropriate services to maintain youth safely in their family setting.

Generally, the Case Manager:

  • Performs case management activities involving complex problems/cases, assesses individual and family needs develops appropriate service and/or treatment plan and provides counseling, referral, and placement services
  • Evaluates client's needs, interest, motivation, and pattern of responsibility reviews case records for client and family profiles, socio-economic history, previous treatment and services experience, and/or special problems and needs, and reviews and discusses the case, problems, prognosis, behavior patterns, and needed services with a supervisor or other senior level staff
  • Develops and implements established, maintains, and supports treatment plan that provides a variety of social services and referrals to meet social, behavioral, medical, and/or psychological needs, recommends and refers clients to appropriate support agencies and programs, and provides continuous counseling and crisis intervention to achieve objectives
  • Represents the department in accordance with Volume 7 and city rules and regulations
  • Prepares case records, reports, and documents and compiles with state and federal standards in providing case notes, treatment plans, and evaluations
  • Testifies in court as needed by providing expert testimony and preparing comprehensive reports that allow the court to make findings and recommendations that affect court-ordered treatment plans
  • Performs other related duties as assigned

About You

Requires bachelor's degree in social work, psychology, sociology, counseling, human development, education, human services, child development and family science, or criminal justice; and two (2) years of professional work experience as a social worker, child protective service worker, or professional case manager. A master's degree may substitute for one year of the work experience requirement.

If no qualified Family Services Specialist III applicants are found, we will consider filling this position as a Family Services Specialist II (SC7004), with an annual starting salary of $50,998.20. Minimum qualifications require a bachelor's degree in social work, psychology, sociology, counseling, human development, education, human services, child development and family science, or criminal justice; and one year of professional work experience as a social worker, child protective service worker, or professional case manager. A master's degree in one of the above areas may substitute for the work experience requirement.

If not qualified Family Services Specialist II applicants are found, we will consider filling this position as a Family Services Specialist I (SC7004), with an annual starting salary of $49,356.52. Minimum qualifications require a bachelor's degree in social work, psychology, sociology, counseling, human development, education, human services, child development and family science, or criminal justice.

Individuals may be required to work nontraditional work hours. The ability to visit person in their own homes is required. As this position requires some transportation of clients, a valid drivers' license, proof of capability to transport clients, and adequate vehicle insurance is required. Agency vehicles are available for visits; however, the employee will need to use personal transportation at times. Mileage reimbursement if provided.

The successful applicant must pass a standard background, motor vehicle, and criminal record check.
