Career Support (Family Employment)
Assists Service and family members with career, occupational, volunteer and educational goals by providing services, individually and in groups, to equip customers with career/job search skills, resume' development, and interview techniques to assist in obtaining employment. Uses appropriate career and education interest inventories to clients identify goals (Kuder/O*Net). Develops a plan to recognize personal and vocational needs to assist clients in outlining milestones to achieve their goals. Establishes and maintains continuous relationships with corporate industry personnel, small business agencies, local chambers of commerce, economic development council, state employment services, universities and private employment agencies.
Transition Assistance
Facilitates and conducts program components related to the separating of military members and/or family members following a full or partial military career. This includes coordinating presence of Department of Labor, Department of Veterans Affairs, Small Business Administration who conduct a variety of training in support of the Veterans Opportunity to Work Act and other legislation, Transition, Goals, Plans, Success (GPS) program and various other Navy-related initiatives designed to prepare Service Members for success in civilian life.
Relocation Services
Establishes, develops, implements, monitors and coordinates WFL services and activities to include information and referral (I&R) services. Refers customers, as appropriate, for specialized assistance. Compiles and updates for inclusion in the welcome packet, information on community characteristics and services, spouse employment opportunities, special education, housing, medical facilities, utilities, taxes, local laws, and other unique information related to the particular location. Develops newcomer orientation providing extensive information on installations and civilian community resources and services. Provides sponsorship training and assists Commands with Sponsorship Programs. Provides guidance on writing the sponsor letter, practical means of assisting the service member and family upon arrival, and ways to them adjust to the new community.
Deployment Support
Conducts deployment support services to include pre- mid- and post- educational briefings. Addresses the specific concerns and needs of service members and their families in coping with extended separation. Provides command consultation and support, information resources and referrals, deployment and mobilization support, ombudsman support, and life skills education. Provides support and training for Family Readiness Groups. Leverages command services and subject matter experts that support family well-being during separation or return of deploying military members and their families. Examples of services include Legal and Chaplain services, clinical counseling, financial Relief Society's, Red Cross, recreation, education, ombudsman, installation or community private organizations, etc.
Personal Financial Management
Assists or facilitates resources to assist customers with personal financial planning, money management, developing short-and long-term strategies, to include consumer affair issues through a range of seminars, workshops, lectures, articles and internet resources. Provides information on a variety of financial topics such as the military pay system; banking; credit; budget development; financial record keeping; debt; consumer rights and obligations under Federal and State consumer protection laws; local consumer information; car buying; insurance; savings; investments, etc.
Ombudsman Support
Provides program guidance and policy clarification. Coordinates training, including Ombudsman Basic Training, and assists with advanced training. Advises and consults local ombudsmen and commands to provide support and resource consultation.
Other required Skills:
Skill in conducting interviews to establish the nature and extent of concerns and issues and provide assistance to develop goals and plans, in order to determine appropriate referral services and options. Skill in preparation of presentations and public speaking in personal- large and small group settings. Effective skill in forming and retaining working relationships with peers and leadership. Skill in using various computer software database, spreadsheet, word processing, and network programs (e.g., as Internet, Microsoft Office Suite, and FFSP databases. Knowledge of the formulation and execution of needs assessment tools. Ability to communicate effectively in writing.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Associate degree or higher in education, social/behavioral, business administration, finance. Experience providing adult education and/or work/family life consultation is preferred but not required. (Transcripts must be included showing degree conferred date)
Financial Counselors must possess a baccalaureate degree from an accredited college or a combination of education and experiences commensurate in serving as a PFM counselor. Also, must possess and maintain a nationally recognized financial counselor certification.
Must successfully obtain complete state/national accreditation, in at least one field (e.g. Certified Financial Counselor/Planner, Associate Certified Life Coach, state teaching certificate, etc.) within 2 years of employment.
