Duties

  • Responsible for planning, organizing and developing new PFM Curriculum.
  • Responsible for personal financial one-on-one consultation, information and referral, classroom training, workshops and seminars in support of the education and training component of the Fleet and Family Support Program (FFSP) programs and services.
  • Responsible for assisting clients with personal financial readiness, money management, debt liquidations, and consumer affairs. Refers as necessary to Legal, Navy & Marine Corps Relief Society and other helping agencies. Provides individualized counseling services to military beneficiaries and their families which includes advice and assistance in such areas as clarifying needs in order of their priority, identifying immediate and long range measures to increase income, reduce household expenditures, avoid additional financial burdens; developing improved financial record-keeping, a personal budget and a financial plan to achieve solvency and stability; and fostering a recognition of the legal implications of indebtedness and recommending legal assistance if warranted.
  • Assists military (E-6 and above) Command Financial Specialist's in counseling involving complex cases.
  • Incumbent reviews policy directives, instructions, and plans issued by higher management, establishing broad guidelines and/or recommended functional coverage of marketing programs.
  • Plans and coordinates the details of recurring and nonrecurring activities, special events, and joint community undertakings so as to make maximum use of resources, consistent with the mission and with the principles of resource development, improvement, and management.
  • Plans, develops, and provides program publicity through organized methods of newsletters, bulletins, and newspaper articles designed to reach and attract all eligible beneficiaries.
  • Continuously evaluates the effectiveness of ongoing financial management programs from the standpoint of participant response, resources, unforeseen developments, and program objectives. Adapts and varies program activities accordingly.
  • Attends conferences, meetings, and planning sessions with other activity or department representatives to obtain and exchange information.
  • Provides advisory services to the Director and program managers on matters relating to the above discussions.
  • Maintains records and ensures privacy and confidentiality of all records and information regarding PFM counseling is maintained.
  • Collects, updates, and disseminates up-to-date consumer information.
  • Supports Command, military and family members with contingency planning assistance to include crisis intervention in the event of a large-scale incident or disaster and information on community emergency support agencies such as the Red Cross.

Conditions of Employment

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.

  • May be required to pass pre-employment examinations.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Must have at least 2 years specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.

Specialized experience must demonstrate the following:

  • A bachelor's degree from an accredited college in business, education or related field OR a combination of education and experience which included at minimum 2 years of experience as a Personal Financial Management Counselor.
  • National Certification as an Accredited Financial Counselor OR ability to obtain within one (1) year of employment. (Will be removed from position if certification is not obtained)
  • Must fulfill security/criminal history background check requirements.
  • Must have the ability to make favorable personal contacts with all levels of personnel of policy making commands with a large number of high-ranking officer and enlisted personnel.
  • Knowledge of the formulation and execution of needs assessment tools
  • Knowledge of the military and the challenges of the military lifestyle
  • Skilled in one-on-one consultation and training
  • Skilled in providing group facilitation and knowledge of group dynamics.
  • Knowledge of the tenets of adult education and the development of training curricula based on the adult learning model.
  • Knowledge encompassing a wide range of financial areas, specifically those affecting the military and their families.
  • Ability to work productively with Command Financial Specialist
  • Knowledge of the personal financial management issues facing service members and their families and the ability to support them with individual assistance or through training in seminars or workshops or through appropriated referral.
  • Ability to manage multiple priorities.
  • Ability to use verbal and written communication skills Effectively.
  • Ability to conduct program evaluations and use that evaluation to improve program effectiveness.
  • Knowledge of Microsoft Office Suite software and demonstrated ability to use software to prepare management reports and provide management reports and provide information.
  • Ability to travel, visit other activities, appraise different program elements, and to evaluate similarities and differences according to their respective missions as they relate to the PFM program.
  • Ability to present initial ideas, plans, and programs for command approval.
  • Ability to communicate effectively both orally and in writing.
  • Ability to render decisions and react responsibly to various problems and/or situations that may occur, based on extensive knowledge of current and past policies and precedents relating to Fleet & Family Support programs.
  • Ability as a positive leader to influence the action of others in obtaining participation and fulfillment of the financial needs of a very large body of many categories of personnel.
  • Knowledge of the Department's functional operation and procedures
