What You Will Do :Guidehouse is seeking a seasoned Senior Procurement Policy Analyst to support a federal government client in the facilitation of a new quality assurance review program that complements the client's contracting and acquisition policy offices. The quality assurance reviews are conducted on newly awarded contract files and are evaluated for completeness and compliance with departmental and federal acquisition regulations, as well as to identify areas of improvement and strengths by identifying practices and processes that can be optimized and improved within the office. The results of quality assurance reviews will be used to improve the Department's acquisition programs and provide guidance and recommendations to acquisition and program personnel on various areas of acquisition execution. Analysis and review of internal and external acquisition data may be required to make informed decisions and recommendations for any Department acquisition guidance, trainings, or other resources.
The ideal candidate should have the ability to make reasoned decisions and draw conclusions from document reviews, as well as conduct independent research to understand, interpret, and apply policies and regulations. The candidate should have experience drafting reports, preparing briefings to senior officials, and performing logistical functions in support of future quality assurance review sessions. The candidate may work remotely from another location or 100% telework, however locally residing in the Washington, DC metro area is highly preferred.
What You Will Need :- An ACTIVE and CURRENT SECRET federal security clearance
- Bachelor's degree OR FOUR (4) years of experience may be substituted for a four-year degree
- TEN (10) years of experience in a professional office setting, including at least FIVE (5) years in the acquisition field
What Would Be Nice To Have :- Previous experience in project management, project coordination, or business p r ocess imp r oveme n t and analysis.
- Knowledge of and experience applying and interpreting the Federal Acquisition Regulation (FAR).
- P r ofic i ency in Mic r osoft Office suite ( W ord , Outlook, Excel, Teams and Powe r Point) and using Adobe Acrobat and creating PDF documents.
- Expe r ie n ce as a user of Sha r ePoint and Microsoft Forms (experience creating Forms is a plus)
- Experience managing and prioritizing multiple assignments with strict deadlines and ability to coordinate efforts among many offices.
- Demonstrated strong interpersonal and communication skills (both oral and written).
- Experience preparing and presenting information via oral briefings and written reports is critical to this position.
- Ability to implement continuous improvement process (experience in continuous improvement of acquisition programs is a plus).
- Experience developing effective program performance metrics and executing internal controls.
- Experience with federal acquisitions procedures and/or knowledge of federal acquisition regulations.
- Excellent verbal, written and presentation skills, with demonstrated ability to translate technical information to a non-technical audience at all levels of the organization.
- Strong interpersonal skills, with the ability to work collaboratively and build and maintain effective working relationships with all stakeholders.
- Strong attention to detail, thoroughness, quality, and customer service orientation.
- Currently or previously held FAC-C Professional or DAWIA Contracting Professional certification.
- Prior experience as a federal employee or consulting in the Public Sector.
