Native American Development Corporation is Hiring a Behavioral Health Director Near Billings, MT

NADC/BUIHWC operates a Health Care Center in Billings, MT which is considered a “look alike” Federal Qualified Health Center (FQHC) primarily operating under a contract from Indian Health Services. The BUIHWC operates within a collaborative care model which is primarily team based and integrated. The Behavioral Health Director (BHD) will oversee program design and management of the BHP including supervisory duties of all Behavioral Health licensed professionals. The BHP is two specialty components of care providing mental health and chemical dependency continuum of care treatment and prevention of addiction and mental illness to eligible Native Americans residing in Billings, Montana. The Behavioral Health Director shall be responsible for planning, developing, designing, directing, documenting and reporting the provision of both programs structure and direction. This position is a professional administrative position and a provider of Behavioral Health Care who should be dual licensed in the State of Montana Board of Behavioral Health as a Licensed Addiction Counselor (LAC) and a Licensed Clinical Social Worker (LCSW).

Essential Duties and Responsibilities and Expectations:

  • This professional position will ensure BUIHWC Behavioral Health Policies and Procedures are implemented and adhered to by BH/CD
  • Will serve as a licensed clinical provider in both
  • Additionally, incumbent must provide BUIHWC leadership with yearly Scopes of Work for the Behavioral Health Department(s). These prepared reports must be submitted to the Health Administrator on a monthly basis preferred but quarterly is required with relevant information on programs overseen in the BH

  • The position must maintain a high standard of confidentiality in accordance with HIPAA and CFR 42 Part 2 within both
  • All BHP programs developed must be in alignment with BUIHWC values and mission/vision.

JOB CHARACTERISTICS:

Nature of Work: This position is a highly sensitive position who will incorporate a trauma informed approach in working with Native Americans. Encounters with population may be chaotic and unscripted. Daily supervision, oversight, management, reporting, maintenance and designing a culturally appropriate BHP(s) will be focus of job but may have caseload dependent on needs of program. This position involves substantial professional level reading/writing. Must understand holistic wellness strategies and therapeutic interventions that will improve the health and wellbeing of the target population. Incumbent must have specialized understanding of trauma informed care principles which include recognizing the impact of violence and victimization have on Native people while striving to maximize services to help heal our people individually and collectively. The BHP must emphasize strengths and resiliency of the person, their family, and community while minimizing all possibilities of re-victimizing. The BHD will be required to be present at trainings and meetings to ensure that program functions are represented. Incumbent must create partnerships with city offices and programs to meet the needs of Native Americans presenting for care in the BHP(s).

Personal Contacts: The position works in cooperation with and is supervised by the Operations Administrator of BUIHWC. The position will supervise all Chemical Dependency providers (LAC’s, and ACLC’s, Peer Support Specialists), and all credentialed Behavioral Health professionals. This position will provide leadership in Behavioral Health program development in cooperation with Operations Administrator and Executive Director of NADC/BUIHWC. Contacts will be with contractors of BUIHWC operations, employees at Inpatient Centers, Indian Health Service personnel, group homes, psychiatric centers, courts, day treatments, Bureau of Indian Affairs, law enforcement, Montana state hospitals, and other collaborative partnerships with BUIHWC operations.

AREAS OF JOB ACCOUNTABILITY:

The incumbent shall ensure the utilization of approved data entry systems into the BHP(s) such as Greenway and any other approved data entry. The incumbent will be responsible to provide the overall leadership and direction for both mental health and chemical dependency including meeting the needs of the co-occurring consumer of BUIHWC. The incumbent shall plan, develop and implement the treatment process and behavioral health services in accordance with the scopes of work of each respective program. The incumbent ensures the clinical department staff are credentialed and follow Federal laws, rules and regulations of their profession. BHP design will ensure confidentiality as required by CFR 42, Part 2 in all locations of BHP(s). Performance evaluations are to be cooperatively worked with each supervisee and in accordance with NADC policy timelines. Training plans for each employee supervised must be submitted to Operations Administrator at the beginning of each year. The incumbent ensures behavioral health requirements are met by any approved accreditation body that BUIHWC leadership aligns with. Incumbent is responsible for approving and signing leave requests and submitting them on a weekly basis. If NADC/BUIHCW management has funding to hire additional behavioral health professionals/contractors, incumbent will be part of selection team.

Perform other duties as assigned in order to meet NADC-BUIHWC’s mission and Strategic Plan.

Supervisory Duties:

Supervises and provides overall direction, coordination, and evaluation of behavioral health and chemical dependency staff.

  1. Carries out supervisory responsibilities in accordance with the organization's policies, procedures and applicable.
  2. Plans and directs work, ensuring that work schedules are adhered to and assigning specific duties to subordinate.
  3. Responsible for interviewing, hiring, onboarding and training employees. Conducts staff evaluations, job performance management (including coaching/counseling), and corrective.
  4. Responsible for ensuring appropriate staff training and education programs are provided. Schedule and conduct regular [weekly] staff.
  5. Demonstrates effective management of a team toward achievement of goals, including appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Minimum Qualifications (Experience/Education):

  • Master’s Degree is required with emphasis on trauma and alcohol/drug addiction plus a minimum of three years of direct experience with program management and supervisory.
    • LCSW and LAC licenses are required.
  • Must a clear background check.
  • Demonstrated ability to present ideas, transmit information, and/or convey concepts to individuals or groups of people of varying educational, cultural, and experiential levels.
  • Demonstrated ability to work collaboratively with others in order to achieve meaningful results.
  • Demonstrated ability to work collaboratively with participants, team members, community organizations, providers and treat everyone with respect and dignity at all times.
  • Demonstrated ability to facilitate diverse groups of community advisory members to achieve project goals.
  • Demonstrated ability to identify, build and/or strengthen partnerships and collaborations to deliver results.

Competencies or Knowledge, Skills and Abilities (KSA’s):

  • Knowledge: The position requires professional knowledge of mental health and chemical dependency treatment modalities, theories, practices and instruments such as PHQ9, GAD7, SBIRT, ASAM, CAGE, and SOAP. The position requires knowledge of concepts, principles and techniques of best practices as they apply to the culturally specific mental health and chemical dependency treatment for Native Americans. The position requires knowledge of appropriate local and other resources needed to provide service referrals for in-patient and out-patient treatment services. The position requires knowledge of child and adolescent development, adolescent addiction/mental health counseling, family therapy and treatment modalities, health and wellness education, addiction counseling, intervention strategies, crisis interventions, health preventions and promotions. The position requires knowledge of third-party billing and collections for program revenue generation. The incumbent must have knowledge in conceptualization, organization, development, implementation and evaluation of mental health programs and chemical dependency services. Additionally, must have knowledge of scientific and applied clinical assessment/diagnosis and application of DSM-V. Incumbent must understand 3rd party billing opportunities for treatment services. Must have general knowledge of commonly used mental health/cd assessment tools.   • Skills: The position requires organizational and supervisory skills in both oral and written communication. The incumbent must demonstrate professional knowledge of the principles, practices, and theories in behavioral sciences to enable the clinicians to help heal clients/patients, families, and staff. Must modify existing programs to help meet the unmet mental health and addiction needs of Billings Native residents and consumers once
  • Abilities: The position must demonstrate the ability to integrate Native American philosophies and cultural knowledge with management of Native patients. The position must possess computer skills and be able to enter data in management software system (RPMS). The incumbent must have the ability to work in stressful environments at times. Must be able to analyze workloads and adjust clinician time as necessary. Must be able to write reports, participate in grant planning, and other duties as assigned by the Operations Administrator and/or the Executive

Physical Demands & Working Conditions:

  • Work is primarily in an office environment. Must be able to work within an office/clinic/at-home setting, with flexibility to change settings as needed.
  • Frequently sit, with continuous full use of hands, repetitive movement, keyboarding, and clear vision, as well as speak and hear normal conversation.
  • Requires high attention to detail with frequent deadlines, and internal and external social interaction.
  • This position requires potentially long periods of continued walking, standing, stooping, bending, kneeling, squatting, reaching overhead, pulling, and pushing.
  • Frequent lifting up to 10 pounds and occasional lifting over 50 pounds is required.
  • The incumbent may be exposed to infected patients and contaminated materials and may be required to wear personal protective equipment (PPE).
  • Physical ability necessary to enter and exit a car unaided and to operate a motor vehicle alone and unaided in a safe manner. Must be able to operate a vehicle and possess a valid driver’s license.
  • Physical ability to walk short distances necessary to attend meetings and interface with other employees.
  • The work will require traveling to locations within or outside of the community with overnight travel on rare occasion.
