National Telecommunications and Information Administration is Hiring an Associate Administrator for Public Safety Communications Near Washington, DC

Summary
The Associate Administrator for Public Safety Communications, is the principal agent responsible for: the analysis and development of public safety broadband and next generation 911 policy positions; management and administration of public safety communications grant programs; and oversight for the deployment and operation of the national public safety broadband network by the First Responder Network Authority (FirstNet), including the review and approval of user fees and other network charges.

Duties
The Associate Administrator for Public Safety Communications provides advice and assistance to the Assistant Secretary, the Principal Assistant Secretary, the Deputy Assistant Secretary for Operations and Administration (ODAS) and, as necessary, other NTIA senior officials on the formulation of public safety communications network policies and oversight processes. Specific responsibilities include:
  • Directing a staff of highly skilled, multidisciplinary professional and support personnel, including the coordination of policy teams and projects. The incumbent represents NTIA in the development of public safety communications network policies within the Executive Branch of government and in the presentation of such policies to the Congress, the Federal Communications Commission, the Federal Trade Commission, the Cybersecurity and Infrastructure Security Agency, the Board of Directors for FirstNet Authority, industry, and the public.
  • Managing the administration and operation of grant programs to support national public safety communications.
  • Developing national guidance, evaluating grant submissions, awarding funding and performing oversight over the grant recipients.
  • In addition, the incumbent will provide supervisory oversight of staff who engage with the FirstNet Authority regarding operations and reinvestment into the Network. This includes reviewing and approving user fees and other fee charges proposed by FirstNet; monitoring FirstNet costs and progress; analyzing auditor reports and analytical reviews of FirstNet operations and performing general oversight of FirstNet's compliance with federal requirements.

All other applicants are required to respond to all ECQs and PTQs, addressing each ECQ and PTQ separately. Please give a complete and detailed answer for each mandatory qualification. Please keep in mind each ECQ and PTQ are unique qualifications. Therefore, duplicate responses are not sufficient in determining if you meet that specific qualification. This includes anyone who has been a political appointee in the last five years.
Qualifications
To qualify, applicants must provide evidence of progressively responsible executive level leadership experience and office management experience directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and their competencies and Professional/Technical Qualifications (PTQs). The ECQs were developed to assess executive experience and potential, not to evaluate technical experience. ECQs measure whether an individual has the broad experience needed to succeed in a variety of SES positions.

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. (Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision)
ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.(Competencies: conflict management, leveraging diversity, developing others, team building)
ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.(Competencies: financial management, human capital management, technology management)
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)
NOTE: Responses to ECQs must not exceed 10 pages typed in 12-point font.
Professional/Technical Qualifications:

  1. Demonstrated knowledge of and experience in applying public safety communications network policies to oversee the integration and coordination of policy development efforts, the formulation and implementation of final policy recommendations, and to serve as a senior organizational representative, rendering sound advisory services on a range of management and policy issues.
  2. Demonstrated knowledge of and experience in providing oversight of a large-scale public private partnership such as the nationwide public safety broadband network (FirstNet), as well as the administration of grant programs and initiatives to ensure sound and ethical grant administration processes.
  3. Demonstrated knowledge of and experience in technology issues that affect public safety including public safety broadband and next generation 9-1-1 systems.
