National Rural Utilities Cooperative Finance Corporation is Hiring a Manager, Utility Pricing, Policy & Analytics Near Dulles, VA

CFC has a need for a Manager, Utility Pricing, Policy & Analytics on our Strategic Services team. The Manager, Utility Pricing, Policy & Analytics manages a cross-functional team of subject-matter experts responsible for providing electric utility rate-making, policy, and regulatory advisory consulting services to CFC member systems.

As a Manager, Utility Pricing, Policy & Analytics, you will:

  • Partner with Vice President, Utility Pricing, Policy & Analytics to develop and execute a strategic vision that enables the UPPA team to meet the needs of CFC members and contribute to CFC-wide goals.
  • Manage requests for regulatory consulting services from CFC members.
  • Manage products, projects and programs developed within CFC.
  • Oversee and/or perform analyses, develop innovative solutions and communicate strategies relative to revenue requirements, cost-of-service and retail electric rate design for CFC member cooperatives.
  • Consult with and advise electric cooperative board and senior staff members regarding compliance with federal/state regulatory requirements, and develop federal and state regulatory filings.
  • Author and present testimony before federal/state commissions and legislative bodies.
  • Advise internal CFC stakeholders on regulatory trends, developments and rulings impacting the electric utility industry and, in particular, electric cooperatives.
  • Provide regulatory research and guidance for tariff design for new products and services being considered by electric cooperative members.
  • Contribute to the education of CFC staff and electric cooperative members by developing and presenting white papers and content for webinars, at industry meetings and CFC events and serve as primary author for technical papers, educational manuals and/or supplement on various industry topics.
  • Partner with Vice President, Utility Pricing, Policy & Analytics, in leading team in working seamlessly and productively across CFC departments and industry partners (e.g. NRECA, NISC, Meridian, etc.) in delivering exceptional and consistent service to electric cooperative members.
  • Provide thought leadership and solutions to CFC members for AMI meter data strategies, e.g., big data governance, hardware/software/databases, data analytics and data science, and artificial intelligence/machine learning techniques and methods.
  • Recruit, manage, mentor, and retain talent to meet member needs and achieve enterprise-wide strategic goals.
  • Develop talent and enable continual learning to stay abreast of products and services that align with the needs of the organization and advance professional career progression.

To be successful, you will need:

  • Bachelor’s degree required, business, economics, finance or engineering related degree is preferred.
  • Master’s Degree or higher in a relevant field preferred.
  • 10 years of relevant utility, state commission, FERC or consulting experience.
  • Previous management experience.
  • Frequent overnight travel is required.
  • Demonstrated expertise in the principles of rate-making at retail and wholesale levels.
  • Proven ability to design specialty rates for individual members.
  • Significant knowledge of the regulatory process, testimonial requirements and procedures for state commissions and FERC.
  • Deep familiarity with the electricity industry landscape including state and federal regulations, business models, financial fundamentals, and rate development.
  • Proven ability to work across multiple aspects of the electric utility industry.
  • Advanced Microsoft Excel skills.
  • Advanced BI software skills and analytical/database management tools, e.g., Tableau, Power BI, and Alteryx.
  • Advanced statistical, econometric, machine learning, and econometric modeling/simulation knowledge.
