Basic Eligibility For A Position With The NRO

Where You Will Work 
The National Reconnaissance Office (NRO) Ground Enterprise Directorate (GED) leads the development of an integrated, multi-INT NRO architecture. GED encourages innovation and expert execution in the acquisition, integration, and maintenance of the NRO ground architecture, and supports the IC through the development and deployment of new capabilities. To accomplish these goals, GED promotes cooperation within the NRO and the IC to provide better access to intelligence information and products and create upstream, value-added services for users and stakeholders.
The Special Assistant position provides support services to include calendar management to execute a broad range of executive level administrative and office management functions with primary support to GED's Principal Deputy Director, Deputy Director, Technical Director and Budget Director. Additional duties include serving as GED's backup Timekeeper to 80 Cadre employees. This position offers an excellent opportunity for a highly motivated, results-oriented individual to contribute to the successful execution of GED's goals and objectives, and to be exposed to senior NRO leadership.
Personnel assigned to these positions are responsible for providing direct executive office support to senior executive managers. Work at this level is determined by the grade level of the senior executive managers' positions in the National Reconnaissance Office and requires extensive internal and external interactions to include the Department of Defense (DoD), Intelligence Community (IC) organizations, Congress, White House, foreign liaison, and the private sector.Work includes serving as liaison between the designated senior executive managers and other senior executives, management, staff and a diverse range of external resources; performing a comprehensive range of direct executive office support for technical and official functions requiring an extensive knowledge of the internal and external organizations; extensive scheduling and meeting/appointment coordination; composition of correspondence; tracking and monitoring on-going projects and initiatives; coordinating travel arrangements and itineraries, meetings, and conference calls; and developing and maintaining records management systems. Incumbents manage critical issues and adapt schedules within the parameters of broad discretion, as well as interpret and communicate any issues, concerns and/or program intent identified by the senior executive manager to other managers and staff.The NRO Cadre is collecting resumes for consideration against current and future opportunities for full performance level (GG-13), Special Assistant, occupational series 0301. What You Will Be Doing  
  • Participates in management of daily support operations for the D&O. Provides administrative program direction to directors and special staff in financial, plans and programs, operations, communications, history, public affairs, logistics, intelligence, and personnel areas.
  • Supports the D&O through direct oversight of a variety of functions and projects across functional staff and organizational lines.
  • Direct staff actions and projects requiring substantial coordination among staff elements.
  • Formulates policy and procedural recommendations, prepares recommendations for improvements and changes by directing staff activities to accomplish the D&O Director’s intent.
  • Track and monitor on-going projects and initiatives.
  • Scheduling, managing, and disseminating principles calendars while continuously adapting to change; monitoring e-mail and other types of correspondence for action items; and drafting and preparing non-routine letters, memos, documents, and various reports.
  • Independently maintain a schedule of appointments that involves determining the importance of the issues for each meeting based on established priorities; following protocol procedures for contacting principals.
  • Informs the D7O director and staff of major issues and concerns and presents recommended solutions.
  • Resolve conflicting calendar items and manage and evaluate the principals' time and demands with authority to schedule and reschedule meetings, prioritizing against importance and determine pace of schedule.
  • Book conference rooms and manage meeting times as required.
  • Manage the workflow of critical issues within GED, being cognitive of the schedule, apply sensitivity and confidentiality to issues both internally to GED and within the NRO, and external with the Agency, other IC organizations, and mission partners.
  • Maintain an awareness of internal and external structural levels and hierarchy of organizations by being cognizant of GED and its mission partners and relationships.
  • Schedule any pre- or post-meetings needed for scheduled appointments.
  • Coordinate or assist in the preparation of briefings, employee biographies, TIER actions, and/or talking point papers.
  • Schedule and attend meetings, as required, and take minutes and/or share action items and other pertinent information.
  • Make appointments, travel arrangements and itineraries, assemble or ensure that packets of information or briefing materials are prepared. Accurately prepare travel accounting records for TDYs and POV mileage reimbursement. Inform management of problems or issues (e.g., action items, concerns) that arise during absences. Send clearance certifications, secure lodging, and reserve GOVs as required. 
What You Need  
  • Knowledge of laws, rules, regulations, theories, principles, practices, and the interrelationship of the following functions; financial, communications, history, public affairs, logistics, safety, manpower, civilian personnel and training, security, plans and programs, operations, and strategy analysis.
  • Ability to communicate effectively, both orally and in writing, to resolve complex issues and maintain good working relationships to achieve stated positions or to make an adequate case for a particular strategy, which may or may not be readily accepted, but is the best solution to achieve the intended goal.
  • Discretion is a must. Selected individual must be able to handle information and associated material in a sensitive manner.
  • Comprehensive knowledge of grammar, punctuation, spelling, and usage of the English language and proficient skills in managing correspondence and proofing documents to ensure correctness of format, grammar, spelling, and punctuation.
  • Excellent customer service skills, demonstrated by anticipating and responding to the assigned senior officer and other AO senior executive managers, managers, and staff.
  • Knowledge of advanced management and organizational principles and practices to develop and implement integrated approaches and solutions to mission support problems, policies, and procedures.

  • Working knowledge and understanding of the equivalency of military officer's and other Senior ranked NRO, Agency, Senior Executive Managers, and staff.
  • Prior experience working with the military and other government agencies. 
Other Information 
  • Overtime Statement: May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Travel Statement: May be required to travel in military or commercial aircraft to perform temporary duty assignments.
  • Financial Disclosure: May be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Salary
2024 salary range for the Washington, DC area:
GG-13 $117,962 – $153,354. 
**This position is a full performance level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position. Hiring Incentives
The NRO may offer hiring incentives and other entitlements at management’s discretion.
Trial Period
All new DCIPS employees will be required to serve a 2-year trial period.
