Where You Will WorkThe primary purpose of this position is to serve as a Public Affairs Specialist in the NRO Office of Congressional and Public Affairs, within the National Reconnaissance Office (NRO). The position serves as a key member of the NRO's strategic messaging team. The Office of Public Affairs is responsible for internal and external corporate communications, including engagements with the news media, the public, the NRO workforce, and partner agencies and organizations. The office communicates information about the NRO mission, its contributions to national security, priorities, challenges, accomplishments, and innovative initiatives.Communications functions include public affairs planning, writing, producing publications & multimedia products, developing and managing web and social media content, event planning and implementation, media engagement, public outreach, speaker support, and design of displays and exhibits. The person in this position is an expert writer/editor, has excellent organizational and project management skills, keen interpersonal skills, and is able to manage multiple assignments and time-sensitive projects. This position is responsible for developing and executing strategic communication and public affairs initiatives at the NRO, performing duties in a diverse range of public affairs functional areas, including internal and external communications, public and media relations, and social media engagement to promote awareness, understanding, and advocacy of the NRO and its mission. The employee is expected to have considerable knowledge of a variety of communications strategies, techniques, and dissemination methods; sound communication skills; and knowledge and experience with public affairs tradecraft. What You Will Be Doing 
  • Researching topics, conducting interviews, and writing news, feature, and explanatory articles for NRO publications, websites, and blogs to facilitate understanding of the agency’s mission, goals, and strategies to the NRO and Intelligence Community workforces.
  • Serving as a communications consultant to senior leadership at NRO and, based on assignment, providing substantive advice and counsel on the development of internal communications, strategic communications, and media relations.
  • Executing a comprehensive NRO communication plan and manage editorial calendars for an assigned area of responsibility that effectively communicates NRO missions, vision, and goals to a specific set of assigned stakeholders. Plans should include, but are not limited to, goals and objectives, situational analysis, key messages, target audiences, and planned communications events, programs, and activities.
  • Writing and creating powerful content in brand-journalism style for multiple publication mediums, including websites, blogs, social media, leadership messages and more.
  • Identifying opportunities for NRO senior leadership to speak either virtually or in-person for events internal, across the Intelligence Community, or with other key audiences. Prepare NRO leadership for public affairs engagements, including prepping and gathering materials such as agendas, bios, and talking points.
What You Need  
  • Familiarity of communications principles, methods, practices, and techniques; analytical methods; and interpersonal relations practices. Skill in applying this mastery in developing new methods and approaches in planning, integrating, and evaluating the overall communications program.
  • Knowledge and skill sufficient for advising top management officials on aspects of the communications program, recommending strategies for all aspects of the NRO’s program, and establishing standards for the development and evaluation of communications and outreach activities for the organization.
  • Experience of written English to prepare responses to a variety of complex, controversial, or sensitive issues, ensuring completeness and accuracy, proper tone and format, and technical terminology appropriate for an intended audience.
  • Ability to provide advice on programs involving media relations and agency information. Ability to interpret public policy trends and senior leadership intent to turn them into actionable direction, policy, goals, mission priorities, and original solutions.
Desired Qualifications 
  • At least 1-5 years of relevant experience in a comparable industry or a Master's degree in communications or related field.
  • Experience working in a public affairs office and leading in all press/media areas, including engaging directly with the press, writing press releases, organizing briefings and events, and pitching new ideas and content.
  • Knowledge of the NRO and Intelligence Community’s missions, disciplines, and functions.
  • Direct experience writing and editing using the Associated Press Style Guide.
  • Knowledge of and demonstrated use of WordPress, SharePoint, or other content management systems.
Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume.
